Wednesday, 18 April 2018 SPT - the way travel should be! Today I would like to explain the SPT Program, an initiative that IATA has taken together with a number of other aviation-related organisations. SPT was initiated from an IATA Resolution in 1997 to make the flows in airports more passenger-friendly. IATA quickly realised that this was more than an airline issue and asked other organisations to join forces. The SPT Board consists of organisations representing passengers, travel agents, airports, airlines, customs and immigration authorities as well as biometric and communications industries. An Interest Group was formed with 17 interested parties and now 3 years later, there are more than 60 members and increasing all the time.

Wednesday, 18 April 2018 Current Environment Check-in, security and border clearance processes are resource intensive High staff costs, cumbersome procedures that discourage travel and hinder effective border and security screening Aviation industry is recovering congestion issues will return borders will become increasingly difficult to control A new more effective process is required Check-in, security and border clearance processes for international passengers are resource intensive, resulting in high staff costs and cumbersome procedures that discourage travel and hinder effective border and security screening. We are now seeing the signs that aviation growth will return and when it does so will the congestion issues. Unless the situation is addressed effectively, growth in travel will be severely limited, borders will become increasingly difficult to control, and vulnerabilities inherent in the travel network will be exploited. A new, more effective means of processing passengers and enhancing border control and security is needed. The Simplifying Passenger Travel Program has been working on this with many of your colleagues in this room and we believe there are now excellent opportunities to move forward.

Wednesday, 18 April 2018 SPT Vision The aim is to improve the passenger travel experience by replacing repetitive checks of passengers and their documents with a new streamlined system. The new system will collect the information once and then share it electronically with subsequent service providers.

Wednesday, 18 April 2018 SPT Vision The automated system would use biometrics as a means of verifying the identity of the passenger. Real-time queries with government databases would not only improve aviation security but also national security.

Wednesday, 18 April 2018 SPT Stakeholders Passengers: less hassle travel Airlines: customer satisfaction Airports: better resource use Customs & Immigration: improved controls Governments: efficient transport systems ...AND EVERYONE WANTS TO INCREASE SECURITY AND REDUCE COSTS All parties have a stake in making the international aviation system move passengers more smoothly and securely, and to do so with maximum efficiency and minimum cost. The Passenger – who wants less hassle in travelling Airlines – who want to improve customer satisfaction Airports – they want to have better use of their facilities Customs & Immigration – they want to strengthen border controls Governments in general want more efficient transport systems and Everyone wants improved security as well as reduced costs The SPT Interest Group brings these parties together to work on re-engineering the whole journey.

Wednesday, 18 April 2018 Catalysts for Change Biometrics in passports US legislation deadline 26 Oct 2004 Accelerated govt efforts but deadline is tight ICAO Blueprint enables States to move ahead Mandating API and access to PNR Many countries requesting additional data US legislation requires biometrics in passports and for their visa waiver countries by Oct 2004 if they wish to continue their visa free status; This has caused acceleration of the development of standards and individual State programs to put biometrics in travel documents ICAO has developed its blueprint for biometrics in passports and other MRTDs – a subject of discussion at this meeting. Various countries have legislated that airlines provide API and access to PNR data - Some of these API proposals include data requirements beyond those in airline systems and machine readable zone of ICAO standard passport and visa. They therefore cannot be collected automatically and some new data collection means is needed to avoid collecting at the airport with associated congestion. All of this has accelerated efforts to move to a new way of passenger processing

Wednesday, 18 April 2018 SPT Vision to Reality Promotional Catalyse industry change Theoretical Process mapping and re-engineering International Standards and Legislation International standards International, regional and national laws Practical Pilot testing of SPT System To move the SPT Vision to Reality there must be: Promotion of the concept Process Mapping and re-engineering Development of international standards as well as national and regional laws All of that has been done or is in train. Then there must be pilot testing of the system. Today we will cover some of these systems, just to demonstrate that it is happening and this is not a theoretical exercise.

Wednesday, 18 April 2018 SPT Trials/Services Amsterdam – Privium Border clearance + – iris recognition Australia – SmartGate Border clearance – facial recognition Japan – e-Airport Check-in, security, RFID baggage – facial, iris Canada – CANPASS-Air Border clearance – iris recognition Germany – Automated Border Control (ABC) PRIVIUM was launched October 2001 by AMS Airport. It provides expedited immigration on departure using biometrics (iris recognition) as well as arrivals. This is packaged with special services. In Australia, SmartGate - is the name of the Biometric enabled border clearance project involving Australian Customs, Immigration and Qantas. The biometric chosen is facial recognition. It is currently applied to QF crew in Sydney but will be extended to other locations and then to passengers. Japan is promoting the E-airport and at NRT there are currently trials by both the major Japanese airlines for E check-in and boarding gate control as well as identification authentication at security using facial and iris recognition. One of these trials is being extended to SEL Incheon Airport to look at interoperability of systems. NRT Airport is also trialing RFID tags to expedite and control the passage of baggage through the terminal

It was launched at Vancouver Airport in July and extended to Halifax in December There are plans to roll it out to other airports across Canada during 2004/05. It is a regular system and not a trial. Germany has just commenced a trial of automated border clearance in both directions at Frankfurt Airport using iris recognition.

Wednesday, 18 April 2018 SPT Trials/Services Singapore – Immigration Automated Clearance System (IACS) Border clearance – fingerprint UAE – E-Gate UK – Trial at London Heathrow T3 & T4 Border clearance - iris recognition Planned NEXUS-Air – Canada/US border clearance USAccess – LHR-IAD check-in, security,US border Singapore has in place an automated immigration system using fingerprint biometric and is considering extension to other airport processes; The United Arab Emirates has an “E-gate” system in place for automated border control using fingerprint but is also considering facial and iris. The UK conducted an important trial in 2002 at LHR Terminals 3 and 4 involving BA, VS, the BAA, as well as UK Immigration & Customs. The objective of the trial was to prove the concept of expediting the arrival process using biometrics while maintaining border integrity. We will give more details in a moment Two additional trials are under active development – one is an extension of the CANPASS-Air platform to include US border clearance as well. Canada and the US are working together to implement this in Nov. Also planned is a trial involving UA route from LHR-IAD, involving automated check-in, security and US clearance processes on arrival. This project using face and finger is expected to commence in July.

Wednesday, 18 April 2018 Challenges Biometrics standardize procedures, technology & data Legalities international data privacy issues Advance Passenger Information (API) what data, where to collect, how long to keep Cost-effective solutions balance between commercial and govt needs Registered Traveller Programs standard policies for checks and data integrity There are a number of challenges involved in implementing the SPT vision. There is a need to achieve standardization and full-scale implementation of biometrics in government-issued MRTDs. Otherwise there will be a requirement for a proliferation of biometric id’s, readers and supporting technology that will result in a lack of acceptance and use by the traveling public. Data privacy concerns must be addressed for all non-voluntary information sharing initiatives, and voluntarily provided information must be safeguarded from internal abuse. We need a number of issues to be clarified before the full benefits of using API can be achieved. These include definition of “standard” data, identification of the trusted authority to gather the data, the duration of storage of personal data, a procedure to collect API data at the pre-travel stage, and an increased passenger awareness of government requirements.

There are limited financial resources, which are particularly acute for airlines. The challenge will be for all of the stakeholders to work closely together to produce cost effective and interoperable process solutions. Standard policies are required across all States for effective background checks and integrity of data in regard to ensuring secure enrolment and issuance procedures for Registered Traveller Programs. Overcoming these obstacles will be essential for control authorities, airports and airlines to trust any devices containing biometrics (whether they are MRTDs or smart cards) and the data contained therein.

Wednesday, 18 April 2018 Recommendations Biometric in MRTD – identity token for pax 2nd biometric needed for interoperability and robustness Use biometric identity as risk management tool Test/implement multi-country automated biometric-enabled inspection process Use biometric identity confirmation as part of Registered Traveler Program As indicated in the working paper submitted to the division, the SPT program recommends that: The Biometric contained in government issued MRTDs should be used as the basic identity and entitlement token for passengers. However to improve interoperability and the robustness of any proposed system, it is recommended that a 2nd biometric be added to MRTDs Use biometric identity confirmation as a key risk management tool. Test and implement an automated, biometric enabled inspection process on a multi-country basis. We have a number of single country programs in place but need to link these to enable a regional then global system. Use biometric identity confirmation as part of Registered Traveler Programs to allow passengers who are pre registered in an automated identification system to check in, board and clear arrivals processes at self-service kiosks, while using biometrics and MRTD MRZ data to replace routine manual identity checks.

Wednesday, 18 April 2018 Benefits More efficient and secure passenger authentication Removal of low risk passengers from primary inspection allows better use of resources – use for higher risk passengers Reduction in fraudulent documents and inadmissible passengers An accelerated world-wide issuance of MRTDs with encrypted Biometrics would dramatically improve the ability to perform secure automated passenger authentication and thereby increase security for all air passengers. Better risk assessment would be enabled which would improve Border clearance integrity. This would then enable the better use of resources to be applied towards higher risk or unknown passengers. Use of biometrics in MRTDs would reduce the amount of fraudulent documents as well as inadmissible passengers

Wednesday, 18 April 2018 Benefits Optimization of facilities – increased capacity and reduced congestion Expedited processing of passengers through security – according to risk Easier, quicker travel experience for passengers Lower costs for all parties Use of automated kiosks will result in increased processing capacity and reduced congestion. At many airports it will not be possible to continue adding space and/or personnel Passengers could be expedited security checkpoints using biometric enhanced identification. This could be matched against the passenger’s most recent risk assessment data, and the passenger could be directed to the appropriate security lane. All of this will result in an improved experience for the passenger AND lower costs for all parties.

Wednesday, 18 April 2018 Conclusion We now have the tools Put biometrics in MRTDs Use the Technology available Let’s move forward to improve security yet reduce the hassle passengers experience SPT is available to assist We now have the tools available to move forward We call upon States to put biometrics in MRTDs AND all stakeholders use the technology available to automate many of the current manual tasks We can achieve improved security while at the same time reduce the hassle that passengers currently experience. Our SPT team is ready to assist any State or airport that wants to implement these systems
