Current efforts build on Phase 1 (FEASIBILITY) Completed in 2009 Focus areas: Structure Process Policy Tools/resources Began with a large Data Collection Effort: reached out to a wide range of data sources; developed the transportation network and reviewed existing studies. We then had two stakeholder meetings (Las Vegas, Reno, Elko, Winnemucca, Ely and Tonopah) in between we developed the Travel Demand Model in which we requested and received the models from the large RTCs of the State-Las Vegas, Reno, Carson City Area, and Lake Tahoe.) We then weaved this data into our statewide transportation system. Process will continue beyond completion of Phase 2. 10 Nevada Freight Program
Freight in Nevada Nevada Freight Program NV FREIGHT PROGRAM NDOT will develop a State Freight Plan that provides renewed attention to safe and efficient freight transportation to promote economic growth. MAP-21 seeks to strengthen America’s transportation network, create jobs, and support economic growth. NDOT is empowered under MAP-21 to improve the condition and performance of the State’s freight network to achieve economic competitiveness and efficiency goals.

11 Freight Before NDOT develops a Freight Plan our first step will be NDOT’s Freight Assessment to assess current freight infrastructure and the industries that depend on each of the modes involved in freight transportation. Identify opportunities for improving the competitiveness of existing freight-dependent industries and the potential for growing new and emerging industries This project will provide a framework for future planning activities to move Nevada toward creating the first MAP-21-compliant State Freight Plan.

12 Create a Freight Advisory Committee
Freight in Nevada Create a Freight Advisory Committee Map-21 requires a Freight Advisory Committee for the upcoming freight plan. Our Goal is to develop a group for Public Involvement and Stakeholder Outreach Plan that will be used for the future State Freight Plan which will be called the Freight Advisory Committee . We will work to broaden our in-house Freight Working Group, as needed, to include a comprehensive representation of individuals with broad interests in the State’s freight system. The Group can provide significant input and guidance to realize the project’s milestones, deliverables, and decision points during the study.

I-11 and Intermountain West Corridor Study: Corridor Operations Focus Group Meeting February 19, 2013 I-11 & Intermountain West Corridor Study Two-year study of I-11 and Intermountain West Corridor (began in July of 2012) in close partnership between ADOT & NDOT as sponsoring agencies and close collaboration with local MPOS (MAG & RTC of So. NV) and our Federal partners (FHWA & FRA). Two levels of investigations: Detailed corridor planning for the high-priority I-11 segment between (and including) the Las Vegas and Phoenix metropolitan areas, and High-level visioning approach to possible future connectivity segments from Las Vegas to Canada, and from Phoenix to Mexico. A “corridor” implies the use of different modes: Transportation, freight rail, water, power, telecommunication, and potentially passenger rail

Opportunities February 19, 2013 This corridor has the potential to become the new north-south transcontinental corridor through the Intermountain West. This would allow significant commerce, tourism and international trade opportunities across the western United States. There are a number of potential benefits, including: Connecting communities, major trade hubs, existing and future domestic and international deepwater ports, and intersecting transcontinental roadways and railroad corridors. Enhancing the economic vitality of communities connected and served by the corridor. Improving safety and travel time reliability for the movement of people and goods throughout the Intermountain West. Providing relief for congested Western United States north-south corridors, such as I-5 and I-15. Enhancing commercial capabilities by linking trade between Mexico and the Intermountain West. Serving the region’s businesses and helping to improve their global competitiveness. Last but not least, opportunities for alternative energy (solar development, wind farms, etc.)

22 Business Case Scenarios
I-11 and Intermountain West Corridor Study: Corridor Operations Focus Group Meeting Business Case Scenarios February 19, 2013 In addition to looking at the needs within the two states, we are looking at the business case from a larger economic perspective using the following scenarios to build a “Business Case” for the corridor. Scenario 1: Baseline (includes Panama Canal widening) Scenario 2: Pacific Rim trade expands much greater than forecasted West Coast ports reach capacity and Mexico adds port capacity Latin American trade remains constant Scenario 3: Latin American trade greatly expands Asia trade remains constant Scenario 4: Economic diversification plans for Arizona and Nevada are realized
