4. Distraction is a specific type of inattention that occurs when drivers divert their attention from the driving task to focus on some other activity instead. (per NHTSA)
It is a dangerous behavior for drivers, passengers and non- occupants alike.
Text messaging on a cell phone while driving increases crash risk more than 23 times.
Distracted driving is the same as driving with a .19 BAC.
5 seconds is the average time your eyes are off the road while texting. At 55 mph, that’s enough time to cover the length of a football field.

5. AAA 2015 Traffic Safety Culture Index
As in previous years, the 2015 Traffic Safety Culture Index found that an attitude of “do as I say, not as I do” persists among motorists, many of whom admit to engaging in the same dangerous behaviors that they criticize as being “unacceptable.”
Hands-free is not risk-free.
Using hands-free technology while driving can create a mental distraction lasting up to 27 seconds. When moving at just 25 mph the driver travels nearly the length of 3 football fields.

6. Southern Oregon University Survey/Report Distracted Driving: An Epidemic Nearly 1,600 Oregonians participated in the February 2016 survey – 84 percent – said they feel uncomfortable riding as a passenger with a driver who is distracted. Yet 44 percent admitted to driving distracted with passengers in their vehicle, while 75 percent of respondents admitted to driving distracted when alone in their vehicles.

8. 2015 Court of Appeals of the State of Oregon
Determined that it is only an offense if the hand-held cell phone is witnessed being used to receive and transmit voice or text communication.
This has caused more confusion leading to less enforcement and convictions.

10. The true role of distraction in crashes is severely underreported.
Determining driver distraction in the field is difficult: lack of evidence, self-reporting and/or witnesses.
Difficult to get cell phone information: run around, time consuming, costly, inconsistent with actuals.
Expect an increase before a decrease.

12. Due to underreporting and high conviction rates, ODOT set in motion a distracted driving high visibility enforcement campaign pilots that could be measured and compared to other communities.
