2. A Brief Summary of the City’s Pavement Preservation Program
2008
Mayor Tim James identified the need to assess the condition of St. Ann’s streets.
All of St. Ann’s streets were evaluated using the MicroPAVER Pavement Management System.
The City-wide average condition of St. Ann’s streets was 57.8 out of a possible score of 100.

2009
The City implemented its Pavement Preservation Program for all streets whose condition score was higher than 55 (this represents nearly 45% of St. Ann’s streets).
Initially, this program involved the use of Microsurfacing on a 5 year cycle.
$200,000 was budgeted each year to fund this program.

The City continues the Pavement Preservation Program.
Small reconstruction projects were added into the Capital Improvement Program (CIP) as funds became available, such as:
Sue Ct. Townley Dr. Mary Ann Ct.
Mary Jane Ct. Millwood Ct.
It was during this period that the City began to aggressively pursue Federal funding for St. Ann’s arterial and collector streets, for example; Ashby Rd. Bridge, International Plaza Dr., Breckenridge Ave., Ashby Rd. & Adie Rd.

5. A Brief Summary of the City’s Pavement Preservation Program
Federal Aid Projects
Federal Aid projects are eligible for 80/20 cost sharing for qualified projects.
The five projects shown on the previous slide represents nearly $5,000,000 in construction, for which the City only paid $1,000,000 (20% of total design & construction cost).
The remaining $4,000,000 (80%) was paid for using Federal funds collected through the state of Missouri’s gasoline tax.

2016
The City switched over from Microsurfacing to Novachip as the preferred technique for the City’s Pavement Preservation Program. Novachip lasts longer and can be driven on immediately by residents.
There are currently 63 streets out of 232 (27%) of St. Ann’s streets that fall below a condition score of 35. These streets will need to be completely rebuilt within the next 5-7 years. A mill & overlay or patching will not be sufficient.
The need to identify new funding to rebuild St. Ann’s worse streets is critical to St. Ann’s future.

7. A Brief Summary of the City’s Pavement Preservation Program
2017
The City is seeking to create (with voter approval) a City-wide TDD to raise funds to do the additional maintenance and reconstruction necessary to maintain St. Ann’s streets at an acceptable level.
The 2016 City-wide condition score was 61.4, an increase of 3.6 points over the last 8 years. The average deterioration rate for St. Ann streets (if no maintenance has been performed) is 2.1 points per year.
In other words, if the City had not begun the Pavement Preservation Program in 2008, the average condition score in 2016 would have been 41.0! (57.8 – [8 yrs. X 2.1 pts. lost per year] = 41.0).
