Recognise the progress that has been made by Boards to date and consider the challenges facing them in the next 18 months. Share examples of emerging arrangements and practice in the strategic commissioning role of Boards Consider how all partners, in particular the 3rd sector can contribute and support the work of the Boards effectively

Transition from Forums, new members. Takes some time Different local governance arrangements needed – including reporting arrangements Terms of reference, formal statements of purpose and commitment of resources Minimum membership is a guide and final membership is emerging on the basis of good balance of people and agencies Difference between appointment due to role and appointment through selection Support and induction for new members considered vital

13 How are Regional Partnership Boards developing - focus
Boards challenge is to work out the range and depth of the issues that the Board needs to have on agendas. Most are shaping: Overview and exception reporting on regional transformation agenda inc ICF and DTG 2- 3 major regional change priorities which the Board will concentrate on this year An initial statement of strategic intent or direction of travel

14 How are Regional Partnership Boards developing - reporting
Most building reporting frameworks prepared by the regional transformation lead or team to report on all regional projects Frameworks include DTG and ICF and focus on shared or collaborative work Expect to use them as the basis of regular review of programmes by the Board

15 How are Regional Partnership Boards developing – example key priorities
Within the overall reporting framework, many have agreed priority areas where they want to interrogate and lead change, for example: Population assessment Pooled funds for care homes Integration of services for carers, children with disabilities, older people Information sharing Workforce Public and staff information, communication and branding

Joint Statement of Strategic Intent People’s experience and outcomes Balance of services How demand for services will be managed Areas of collaboration such as commissioning, service delivery, care pathways Levels of collaboration such as parallel, joint, integrated Investments, savings and expenditure

17 Future challenges Working through what collaboration and integration mean in practice Getting close enough to the work to constructively challenge and drive change Working with the constraints and challenges that each partner is faced with in achieving change an getting the best possible Pooling budgets and managing risk Influencing the final decision-makers in each agency Creating a common narrative meaningful to all partners in the region
