2 Who are we looking for? Building and Asset Services (BAS) are the leading provider of construction and strategic building maintenance for state government agencies and require contractors, consultants and suppliers that operate in these industries. In particular we are always looking to work with suitable businesses in regional Queensland.

4 Why must I Register? BAS accesses its Register of contractors, consultants and supplier when going to market via a select list invitation process and when seeking to engage with suppliers generally. Registration with BAS provides greater access to tender opportunities. Prior to registration all contractors, consultants and suppliers are assessed to ensure they meet licensing, business and insurance accreditation standards.

6 conditions of working with building and asset services
The conditions of working with Building and Asset Services for contractors, consultants and suppliers establish the business rules and codes of conduct that apply to both of you and BAS. 7 Information required for completing online registration
Please ensure when you are filling out the registration form, be accurate with your information. Inconsistencies can cause delays in the registration process. To successfully register the first time you will need to have on hand: Your business entity name (this should be the name against the ABN or the name of the Trustee (individual or company) of the trust) and contact details including address, contact telephone and fax numbers and the ABN (ACN if you have one). 8 Information required for completing online registration
A copy of your Certificates of Currency for Insurance i.e. Public Liability, Workers Compensation and if appropriate Professional Indemnity. Please note that Building and Asset Services can only accept “Certificates of Currency” as valid proof of insurance cover. Any other document including a Tax Invoice cannot be accepted. Details of any trade licences required for you to do the work. Please note the name on the licence should be in the same name of the business entity name (individual or company)

9 Getting started to complete your online registration
You will first need to create a Username and Password. Be sure to remember this information as this will be your Username and Password for all future amendments when your application to register is accepted. If you have started the application form but are not ready to ‘submit’ you can click ‘save’ at the bottom of the application and return to the application at any time using your login details. You may ‘submit’ a Building and Asset Services registration one time per ABN.

10 Work Health and Safety induction
Contractors and their workers, including approved subcontractors, need to complete the Building and Asset Services (BAS) work health and safety (WHS) induction before starting work on any BAS-managed site.   The online induction takes about 30 minutes to complete. You will receive a certificate after successfully completing a short assessment. The bottom section of the certificate must be signed, detached and be easily accessible while working on BAS-managed sites. The induction must be completed for each individual person who will be working on a BAS site – a company-wide induction, or a supervisor only induction, is not acceptable. You will need to show the certificate or a photo of the certificate when requested or it may result in non-conformance.  Our on-site representative(s) will assess each situation individually. You can complete the induction at any time after successful BAS registration or subcontractor approval. You will need to renew your induction certificate every two years. 11 How do I know my registration application has been processed?
If your application is successful, you will be given a unique Building and Asset Services registration number. We will let you know if we need more information or if your application has been unsuccessful.

12 How long does my registration stay active?
Two years. We may required you to re-register after this time.

13 Already registered? If you are already registered with us but need to update your details, please update your details online.  If your Australian Business Number (ABN) has changed, you must complete a new application for registration. 

14 How do Building and Asset Services invite quotes or tenders?
For low value goods and services, we generally invite requests for quotes using a restricted or selected short list from our registered local contractors and suppliers. A large part of our purchasing is done through Standing Offer Arrangements (SOA) or preferred supplier arrangements. These are contract arrangements where the services or goods are provided for a specified term on the basis of a competitive value for money tendering process. These tenders are usually open or public tenders. All open tender opportunities are publicly advertised on the Department of Housing and Public Works QTenders website. Tender documents are only available through BAS eTender.

15 How does Building and Asset Services provide fair opportunity to quote?
We are committed to providing fair opportunity to quote to our registered contractors, suppliers and consultants. We are also committed to providing preference to local industry. With low value, low risk requests for quote, we will ensure rotation of opportunity firstly to the contractors, suppliers and consultants local to the worksite. BAS is also committed to the Queensland Government Procurement Strategy and Policy.

16 Will I be guaranteed work once I have received my Building and Asset Services registration number?
No. However, as a Building and Asset Services registered entity, you will be given opportunities to quote subject to: the category of registration, location of the work, the number of available offerors in that local pool, and the completeness of your registration details

17 What is PQC and do I need to be registered?
Our department manages the Prequalification (PQC) System. It applies to building industry contractors who wish to tender for projects valued at more than $1,000,000 from 1st September, 2017 and building industry consultants who wish to be considered for high-risk commissions and commissions over $60,000. If you wish to be considered for these works, you must be registered with PQC. PQC is a separate registration to BAS registration.

18 Do I need to provide Workcover insurance if I have no employees?
No. However, if you are self-employed, you must have personal injury insurance for your own protection.

19 Who are my ‘workers’? The definition of ‘worker’ includes subcontractors in accordance with section 7 of the Work Health and Safety Act 2011 (WHS Act) – a person ‘is a worker if the person carries out work in any capacity’ for a person conducting a business or undertaking, including work as an employee of a contractor or subcontractor.

20 Do all my workers need to complete the BAS WHS induction?
Yes, all Building and Asset Services contractors must ensure that all of their workers, including approved subcontractors, complete the Working with Building and Asset Services – WHS Compliance Online Induction before the commencement of any work on site. If you are unable to produce the certificate or a photo when requested it may result in non-conformance. Our on-site representative(s) will risk assess each situation individually. They will review the contract scope, risk and time for delivery and discuss with the contractor options to replace the worker on-site until the worker successfully completes the induction and produces evidence of successful completion of the induction.

21 Do all my workers need to complete the BAS WHS induction
The BAS WHS induction certificate is valid for two years. If there are any incidents or breaches raised against you within the two-year period, we may ask you and/or your worker(s) to complete the induction again as part of a corrective action plan. All BAS employees also complete the online induction before site inspections

26 Making it easier- increasing oppOrtunity
Exempting contractors from the pre-qualification (PQC) system for building contracts under $1 million. The previous threshold was $500,000. Exempting consultants from the pre-qualification (PQC) system for consultancy contracts under $60,000. The previous threshold was $30,000. Allowing procurement to occur outside of whole-of-government supply arrangements in regional and remote areas. Reduce complexity and providing resources to help industry prepare for government tenders.
