2 The story so far Suffolk Parent Carer Network survey presented to SEND Steering Group members November 2016: 252 responses 52.87% of parents/ carers did not feel their child or young person had the opportunity to achieve their best possible outcome 54.92% of parents/ carers did not feel that the services their child or young person used to help them make educational progress were effective. 42.8% of parents/ carers did felt that the services in place to support their child worked poorly together.

ineffective governance and leadership poor timeliness, integration and quality of SEND statutory assessments and plans lack of local understanding of the support available and the poor quality of the local offer lack of joint working to monitor, quality-assure and maximise the efficiency of the work undertaken to improve outcomes for children

“Working together with families and communities to support children and young people with SEND to fulfil their own potential, and live healthy and fulfilling lives in their communities” Our aim: Children and young people with SEND and their families have access to the information, services and support they need to enable them to achieve their potential. Priority 1: Communicating the local offer Priority 2: The SEND Journey Priority 3: Developing services and provision Priority 4: Transitions/Moving into adulthood

integrated working and co-production with parents/carers, children and young people at each stage access to appropriate education closer to home integration in or with mainstream settings wherever suitable early identification and intervention evidenced based and best value planning

9 First steps A SEND Sufficiency Plan will be published by April 2018 that will detail the longer term plan for services and provision, but we recognise from the feedback by parents and the Ofsted report that we need to take some immediate action. This will include: Strengthening outreach services – support and challenge Begin the co-production of a new single multi-agency assessment model Create interim provision where there is evidence of an immediate need Alignment of services and pathways across agencies Admission arrangements to specialist provision are transparent to all stakeholders particularly families

10 SEND Sufficiency Plan “A plan that ensures we have enough provision and services to meet the needs of Children and Young People with SEND in the future” The plan will include: How, by working together, we are going to meet the gaps in services and provision and by when Who will be responsible and accountable for delivering the actions How we will fund the changes and development work What the outcomes will be for children and young people with SEND in Suffolk How the plan will be monitored, reviewed and evaluated with regular reporting to all stakeholders
