PAVEMENT PRESERVATION PROGRAM PAVEMENT PRESERVATION PROGRAM The objectives of a Pavement Preservation Program are to: The strategy is to attend to pavements while they are still in good condition, before they deteriorate to a condition that requires costly major rehabilitation or reconstruction. 1) to provide an acceptable level of service by maintaining adequate smoothness and surface friction; 2) preserve the structural life of the pavement; and 3) protect the investment the Village has made in it’s street system. CURRENT FUNDING The Village currently receives approximately $1.075 million annually from Motor Fuel Tax and Local Gas Tax Revenue. From that amount, approximately $800,000* is budgeted annually for pavement preservation. *Balance of approximately $275,000 goes toward – MFT testing services, traffic sign materials, traffic light maintenance, street light poles/fixtures/bulbs/ballasts, salt, salt brine, calcium chloride, pavement markings, and bicycle path maintenance. RECOMMENDED ROADWAY TREATMENT CYCLE
Adds Full Depth Resurfacing as a treatment to be used Goal of maintaining the existing average level of service for the streets at 6.8 Requires additional funding beyond existing MFT revenues James J. Benes and Associates, Inc.

CONTINUING CURRENT ROADWAY TREATMENT CYCLE
Keeps current treatment cycle (with additional patching to take place and reduced levels of resurfacing) Based on existing MFT revenue levels No treatments where deteriorated to a point of requiring full depth work Necessitates a unit cost for eventual reconstruction of the roadway - reconstruction is not part of the current program James J. BICYCLE PATH CONDITION RATING
All of the bicycle paths were found to be in “Good” or better condition (Rating of 6 – 9) Continue existing program of sealcoating approximately every 5 years with the recommended addition of crack sealing Add isolated patching as needed Annual Estimated Expenses range from $17,416 (2012) to $20,054 (2016)

Transfer current non-pavement preservation expenses out of the MFT fund (i.e. salt, traffic signals, etc.) to the general fund? Decrease general fund expenses and conduct transfers into the MFT fund for pavement preservation? Evaluate current $0.01 gas tax? Evaluate current level of sales tax?
