The Gainesville Area Chamber Infrastructure Investment Initiative
Alachua County Roads Infrastructure Overview Public Works Department July 12, 2017
2
State of Roadway System & Funding
Policy Foundation: Consider a pavement design that provides an adequate structure to meet the needs of the community, for a specific life, and affordability. Centerline Miles. Minimal 4-lane roadways.
3
Difference Between Reconstruction/Retrofit & Resurfacing
Brings corridor up to current standards. Corridor Design Manual. Adds/improves facilities. Installs standard pavement structure. Resurfacing: Focuses on current pavement width. Address immediate hazards and deficiencies. Does not add new facilities. Address localized pavement deficiencies. Centerline Miles. Minimal 4-lane roadways.
4
Pavement Management Inventory & Funding
Why would you consider Resurfacing OVER Reconstruction/Retrofitting? Centerline Miles. Minimal 4-lane roadways. Resurfacing is about maintaining what you already have.
5
Pavement Management Inventory & Funding
Why would you consider Resurfacing OVER Reconstruction/Retrofitting? Centerline Miles. Minimal 4-lane roadways.
6
Pavement Management Basic Strategy
Problematic/Critical Condition 20+ years old Poor Condition 15 to 20 years old Acceptable Less than 15 years old Pothole filling does not move a road from one condition to another. Centerline Miles. Minimal 4-lane roadways.
7
Pavement Management Basic Strategy
Problematic/Critical Condition 20+ years old Poor Condition 15 to 20 years old Acceptable Less than 15 years old Reconstruction and resurfacing move roads from red to green. Centerline Miles. Minimal 4-lane roadways.
8
Pavement Management Basic Strategy
Problematic/Critical Condition 20+ years old Poor Condition 15 to 20 years old Acceptable Less than 15 years old Crack sealing and pavement rejuvenators move roads from yellow to green.
9
Pavement Management Basic Strategy
Paved roads (locals, collectors, arterials) 700 centerline miles Target = 5% to 7% per year (Why? Expect a 20 year life) Resurfacing goal =35 to 49 centerline miles per year Centerline Miles. Minimal 4-lane roadways.
10
Pavement Management Basic Strategy
ANNUAL TARGET Reconstruction $26 million to $35 million Resurfacing $10 million to $17 million Centerline Miles. Minimal 4-lane roadways.
11
Pavement Management Inventory & Funding
No Repair Needed (8 – 10, Pavement Management Project Ranking Methodology) 1 layer of Asphalt (Minor Repair): 7, Pavement Management Project Ranking Methodology, (1 ½” Asphalt Resurfacing) 2 layers of Asphalt (Major Repair): , Pavement Management Project Ranking Methodology, (3 - 3 ½” Asphalt Resurfacing) Base Rework (Major Repair): , Pavement Management Project Ranking Methodology, (3 - 3 ½” Asphalt Resurfacing) Rebuild Roadway (Full Pavement Reconstruction): 1 -2, Pavement Management Project Ranking Methodology

Pavement Management Inventory & Funding
13
Funding Prior to the FY 2016, Funding for Pavement Management projects was VERY limited.
20
Funding The County Commission has increased funding from its general fund to pay for improving deteriorating roads. 27% from FY 2016 ($2,577,760) to current year (FY 2017, $3,285,576) 40% from FY 2016 ($2,577,760) to proposed FY 2018 ($3,615,536).
