Spring 2002 – Brought to BCTF Annual General Meeting. The Charter was intitally sponsored by the BC Teachers' Federation and an independent panel made up of members of the community ( 1 teacher + 5 others who supported public education) October 2002 until February 2003, the panel members visited some 42 communities, listened to over 620 formal presentations and held discussions with more than 1,500 participants.

much thought was given to choosing a range of communities which reflected the diversity of BC “What is an educated person?” “Which of those characteristics are developed through the public schools?” “What is an educated community?” “What are the principles of public education?” In addition to formal presentations, attendees often became presenters as they listened to and engaged in discussion during the hearing. Often these impromptu interjections were very personal stories

It was determined that there should be at least two forms for the Charter. One, which became known as the “popular version” would be in a poster format, easily read and accessible with a copy sent to every participant in the process. The other would be a longer, detailed report. March 10, 2003, a press conference was held at the Vancouver Public Library to officially release the Charter to the public.

Jigsaw Activity Use your Values and Beliefs handout for reference 7 groups – each group will discuss one of five “Charter” questions ( minutes) Individuals from each group will then reform into groups of 5 so that each person has discussed a different questions. Each person in turn, will share the ideas, comments discussed from each group (25 min)
