3. Overview
The City does not currently have a policy related to honorary street dedication.
It is burdensome to change the official map for street name changes because EMS, NOPD, and other critical departments all have to update their systems.
2015 – Two street name changes were approved:
A four block portion of Carondelet was renamed to Robert C. Blakes, Sr. Drive
An eleven block portion of LaSalle Street was renamed to Rev. John Raphael Jr. Way
2013 – Two street name changes were approved:
A one block portion of University Place was renamed to Roosevelt Way
A one block portion of Jumonville Street was renamed to ForeKids Drive

4. CPC Study
City Planning Commission (at the request of Councilmember Cantrell by M ) produced a study on honorary street names
The staff studied at least seven cities that successfully implement honorary street dedications (Shreveport, LA; New York, NY; Charleston, SC; Los Angeles, CA; Boston, MA; Chicago, IL; Milwaukee, WI) and,
Staff recommended an honorary street naming policy be implemented to honor individuals without having to change the official map

7. Qualifications Potential honoree must:
Have made a demonstrable and significant positive impact on the community or contributed to the cultural, economic, educational, intellectual, political, or scientific vitality of the community or have made an extraordinary contribution in the service of humanity;
Must be a natural person. No juridical entities shall be considered;
Not have already been honored with an official street name or honorary dedication; and
Be deceased.
Only people can be considered for honorary street name dedications signs (not places, groups, businesses, etc.)

8. Restrictions
Only one to three contiguous blocks may be proposed for honorary street dedications
The signs are only valid for 10 years (After which the applicant can reapply)
Vieux Carre is exempt
Signs can be removed at any point as deemed necessary by City Council motion

9. Costs and Fees An application fee of $450 is required
The applicant will absorb the entire cost of the street sign fabrication and installation which will be determined by DPW during their review process. The signs will not be fabricated or installed until the check is received by the city.

The intent is to create one standard sign that will be used as a template for all honorary signs
