Issues identified: Breed quality Availability of quality Semen for AI Quality Fodder and Feed availability Disease Control Rearing practices

5 Enhancing Animal Productivity
Breed quality Need for National Breeding Policy and Regulation with focus on indigenous breed improvement and Sexed semen production. Availability of quality Semen for AI: Increasing production of quality semen including broad basing the Production facility at own semen stations incentives for private entrepreneur, production of sexed semen, encouraging private entrepreneur for AI services.

Availability of quality Feed and Fodder: Encouraging farmers for fodder cultivation through awareness campaign, Creating assured market for fodder produced by farmers (Buy Back arrangement), Extensive use of post Harvest technologies like chaff cutters, fodder block making machines. Increasing funding by GOI for various fodder initiatives, making available quality fodder seed, enrichment of agricultural waste like Paddy and Wheat straw by adding supplements, silage technology, azolla. Use of Community lands for fodder production through PPP model

Disease Control: Vaccination for all economically and zoonotic important diseases supported by GOI. Development of combo-vaccine with enhanced immunity coverage period. Mobile Veterinary Services at door steps Enhancing diagnostic services along with availability of drugs & Vaccine. Rearing Practices : Strengthening Extension services- breed improvement, Ration balancing Encouraging backyard dairy for additional income and employment. Encouraging commercial diaries.

Financing and Management of Procurement, Processing & Marketing Infrastructure In The Dairy Sector Particularly Refurbishing of Very Old Dairy Plants

9 ISSUES & CHALLENGES Strengthening and expansion of cooperative sector to boost up organised milk marketing (20% organised & 80% unorganised) Establishment of new dairy plants /modernization of old plants with enhanced Central share in backward & hilly States. Setting up of state of art labs for the quality assurance of milk and milk products as well as animal feed. Dairy sector funding under RKVY should have pro-rata allocation based on GDP contribution. Reduction in cost production of milk and value added products, diversification of products for better margins and viability. Remunerative price of milk to farmers. Promotion of indigenous cow milk and creation of niche market Adequate Budgetary support for DEDS.

10 ONGOING PROGRAMMES & NEW INITIATIVES
Support available under the ongoing schemes Dairy Development schemes; National Dairy Plan–I (NDP -I), National Programme for Bovine Breeding & Dairy Development (NPBBDD) Dairy Entrepreneurship Development (DEDs). New schemes for development of Bovines; Pashudhan Sanjivani, Advanced Breeding Technology, E – Pashudhan Haat National Genomic centre especially for Indigenous cattle.

11 OPPORTUNITIES Large consumer base and domestic market Awareness among consumer about nutritional benefits of milk and milk products Large untapped area for milk procurement to be covered under organised dairy sector

12 WAY FORWARD Government of India to take up evaluation of ongoing Dairy Development Schemes for continuation in the coming years. The issues like expansion of cooperative sector, credit linkage through Milk Unions / Milk Federations / State Animal Husbandry Departments, restructuring of central and state share, cattle feed plants, specific scheme for Laboratories etc have been noted for consideration during evaluation / revision / modification of the schemes. Provisions for adequate funding for refurbishing / modernization of old dairy plants has been noted

13 WAY FORWARD Strengthening of village level infrastructure for milk procurement and value addition of milk and milk products Capacity building and Human Resource Development (HRD) in Dairy sector by strengthening dairy education institutions
