2 OVERVIEW OF THE BUSINESS OF BEHAVIORAL HEALTH DIVISION
Create a business climate that supports behavioral health services and promotes ethical business practices that protect patients. Foster a culture of partnership between behavioral health companies and regulatory agencies Builds relationships with insurance companies and other funders Promotes parity enforcement Workforce development and scope of practice expansion Promote ethical business practices that protect patients Networking & leadership training

4 OUTCOMES SB 1138 & Ethical Practice Budget Proviso:
Comprehensive legislative package defining marketing practices, clarifying patient brokering and enhancing transparency. Legislature funded $275k for Palm Beach state attorney to coordinate with law enforcement, regulatory agencies, FADAA and others to make legislative recommendations for clarifying and/or enhance existing laws, regulations, or practices to protect patients and the public Enhanced partnership with DCF: Coordinating meeting with DCF and South Florida providers to address licensure, communication, and ethical practice Insurance Regulation: Meetings with Office of Insurance Regulation and the Chief Financial Officer’s Insurance Consumer Advocate Private Health Plans: Opened communication with private health plans on drug testing utilization through Lab Practices Workgroup OUTCOMES GOAL 1: Promote Ethical Business Practices & Foster a Culture of Partnership between Providers and Regulatory Agencies Develop and promote legislation addressing unethical marketing practices Engage regulatory agencies in creating a healthy business environment Enhance relationships with insurance companies to promote parity

GOAL 2: Leverage Opportunities from Businesses that Support the Behavioral Health Marketplace Develop a robust product line of services that benefit members Create opportunities for partnerships between public and private sectors Explore social enterprise models that maximize business opportunities Affinity partnerships: FADAA marketing team is currently in the process of enhancing corporate partnerships to provide members with value-added benefits Social enterprise models: Researching successful models to bring additional revenue streams to providers

6 OUTCOMES HB 977: Health Information & Data: HB 7087 Telehealth:
Includes FADAA language to expand background screening, authorizing an individual upon initial screening, whose most recent disqualifying offense was five years or longer, to work with SA only population until final agency exemption determination. FADAA also submitted a loan forgiveness language that was not considered by the Legislature. Health Information & Data: Currently exploring option to enhance data analytics through a Behavioral Health Information Exchange (HIE) Participation in DCF Data enhancement workgroups HB 7087 Telehealth: Promoted use of telehealth as an option to deliver behavioral health services OUTCOMES GOAL 3: Create Public Awareness of issues facing sustainability of behavioral health treatment programs Analyze current workforce needs in substance abuse and mental health Identify gaps in the substance abuse and mental health system Review and make technology enhancements Promote loan forgiveness strategies

Champion innovative and win-win business/financial/payment models (MSOs etc) Build relationships with health plans & insurance companies; identifying EB models in other states Leverage Opportunities from Businesses that Support the Behavioral Health Marketplace Develop a robust product line of services that benefit members (i.e. legal/compliance; marketing assistance etc) Explore social enterprise models that maximize business opportunities (various forms of integration – co-location, “warm” handoffs; follow-up with CSU discharges Workforce Issues Develop opportunities for up and coming leaders; maintaining leadership tract at AC Addressing workforce shortages (loan forgiveness; background screening; enticing millennials; use of telehealth; enhancing peer support specialists within company) Standards Adopt Consumer Protection Standards/Bill of Rights and Company Values/Ethics Develop a plan for addressing ethical issues in the private substance use treatment market (explore statutory and regulatory changes) Actively participate in ethical practice initiative by state attorney Education: Develop and Implement Education Plan Addiction, the role of the provider in the business, and the role of FBHA in the representing member interests Collaborate with stakeholders (AMA etc.) in reducing negative stigma around addiction Inform licensed providers on best practice standards, ethics, and patient brokering laws Marketing – Housed within Division; FBHA goal Develop marketing plan to present to the board for adoption Champion new member drive BUSINESS OF BEHAVIORAL HEALTH DIVISION: Strategic Goals
