4 Community Rec: Standards related to Events
3.1.1 Creates an annual special events calendar. 3.1.2 Serves as the MWR POC for coordination with all installation organizations (Navy Exchange, USO, First LT's Office, FFSC, etc.). Contacts Navy Entertainment prior to contracting for any live entertainment for any special event, large or small, costing more than $15,000. 3.1.4 Community Recreation plans and executes the following number of small MWR special events per year. At least 14 per year, 10pts. At least 10 per year, 8 pts. At least 6, 6 pts. Less than 6 , 0 pts. 3.1.6 Community Recreation conducts at least one (1) large MWR special event each year. 3.1.7 Community Recreation serves as the MWR POC for planning and coordination for installation open-house events (air shows, open houses, 4th of July and other public affairs events.)

4.1.7 Special event equipment (i.e. stages, sound/lighting equipment, barricades, portable fencing, canopies, fork lift, dolly, hand truck) Branded MWR event promotional signage and displays. MWR branded promotion materials are displayed at special events (e.g. weather proof banners, speaker scrims, stage backdrops, inflatable archways, directional signage, etc.) Participant documentation is captured (e.g. activity calendars, referral vouchers, or program advertisements.) for Community Recreation programs and services offered. A detailed activity/lesson plan is prepared for each program, trip or special event. For programs executed in-house, a detailed after action report is prepared by the programmer which includes cost breakdown, pros and cons and suggestions for improvement. After-action reports are maintained on file for at least one year.

HQ Program designed to deliver celebrity entertainment to ships at sea and OCONUS installations. Works cooperatively with USO, AFE and other DoD Services. Subject Matter Expert (SME) in entertainment industry pricing strategies, negotiation and contracting. Expanding support for CONUS sites. Here for Assistance and Contracting! No Matter What!! 7 Navy Entertainment Con’t
CNIC Instruction , Ch. 24: 2403. Navy Entertainment Program. In conjunction with AFE, CNIC (N922) maintains a live entertainment program. The program is offered through two components: a NAF and APF financed CNICINST Jun Enclosure (1) overseas tour program focusing on OCONUS and deployed ships and a live entertainment NAF matching grant program created to increase the number and improve the quality of Navy installation level entertainment. A. OCONUS Tour Program. Primary focus of the OCONUS tour program will be on deployed units or units supporting combat operations. OCONUS tours are funded and booked centrally for entertainment needs of deployed units and OCONUS installations. CNIC is responsible for providing appropriate travel orders(with authorization for travelers to receive government provided food and lodging at the GS-15 equivalent level for entertainers/celebrities). OCONUS installations hosting CNIC entertainment tours are responsible for: (1) Funding of berthing/lodging for the tour groups (on base lodging is preferred). (2) Local transportation and logistics support necessary to meet tour requirements. (3) Publicity for tour/show. (4) Two meals per day for entire group on show days. (5) Local production expenses for the show. B. Navy Entertainment Matching Grant Program. The CNIC matching entertainment grant program allows installations to receive up to $2,500 matching NAF funds for local entertainment initiatives. The funds are intended to help subsidize the cost of the entertainers and not for ancillary expenses, (e.g. transportation, sound, lights, back-line, etc.). Requests for grants are submitted to and distributed by CNIC (N922) on a quarterly basis. Grants are for live entertainment events that would not normally be possible without additional financial assistance. Although the grants are not intended exclusively for single Sailors, those requests will receive priority consideration.

Grant Timing: routed to HQ 2 months prior to event Grants and Pricing: Can charge for expenses over and above the grant amount in order to break-even Grants must be a “free” option for anything covered by the grant Grant Restrictions: No fireworks No NAF labor No internal MWR to MWR charges, no expense considered personal in nature (lodging expenses) No artists’ flights, meals, lodging

11 Sample to NE Karen, We have codified a lot of the details that we owe you and are ready to start the process of identifying talent supporting our event. We are committed to a talent budget of NTE $50,000 understanding that there will be additional production costs that will be flushed out as we move through the process. Internal estimates are "'$30,000 for production. We are looking for the best Country or "All American" show that we can afford to perform a 1.5 to 2 hour set on 11November 2017 on the airfield at North Island between "'1400 and Event will conclude before dusk. We are currently planning on 5000 people attending the party with a heavy focus on Naval Aviation. Some of the early marketing materials are attached for reference. We are prepared to flex to 10,000 if we can get more popular talent. Event will only be open to DOD Personnel with base access and select veterans who have been pre-vetted prior to the event. Looking for guidance on what we do from here and if there are any more pertinent details that need to do your thing. Thanks

16 CR Standards: Training Requirements
All staff and volunteers have received an orientation on all new products/services offered. All fulltime Community Recreation Aids and Assistants have received a minimum of 20 hours of industry specific professional development training in the last year (e.g. workshops, conferences, training, etc.) Community Recreation Supervisory Specialist, Community Recreation Specialists and Leads have received a minimum of 40 hours of professional development training in the last year (e.g. workshops, conferences, training, etc.) – continuing education requirement.

18 Conferences Conference General Definition:
“Conference” is defined in the JTR as “[a] meeting, retreat, seminar, symposium, or event that involves attendee travel. The term ‘conference’ also applies to training activities that are considered to be conferences under 5 CFR ” They typically involve topical matters of interest to, and the participation of, multiple agencies and/or non-governmental participants. Indicia of a formal conference often include but are not limited to registration, registration fees, a published substantive agenda, and scheduled speakers or discussion panels.
