Frequent change of officials in literacy cause problems in carrying institutional memories on past activities carried out in the field of literacy
Only few countries able to mobilize donor support for adult literacy ( Bangladesh)

5. Purpose and tasks of coordination mechanism
Literacy coordinator can provide all the information regarding the literacy development and programmes by creating web sites. This will help to pass the all the past information to new comers as well as to inform others.
Role of coordinator is to collect important information and disseminate through appropriate channels
Resource mobilization
The LIFE UNESCO coordinator and national coordinator should work hands on hands to put the agenda among donor community and national agenda and also UN agenda
Formation of Task force involving various UN agencies and departments make literacy as main agenda for their intervention

6. Ways to involve stakeholders effectively
Formulate action plan for literacy taking account of all concerns all the stakeholders from the beginning and constraints as well
Effective Monitoring and involving stakeholders
2 ways information strategy should be developed so that all the stakeholder can get feedbacks
Award best partners and implementers
Mapping of stakeholders at various levels to understand the strengths so that they can be effectively mobilize - Developing inventory of literacy providers for possible coordination and implementing literacy and NFE programmes ( update are done every 2 years) in Nepal

7. Sustainability
To sustain the literacy initiative and mobilize external funding, Gov should be able to allocate some funds
There are lots of lip services at political levels to improve the literacy provisions, but when comes to allocate funds from Gov treasury, there is problem.
The literacy funds/programmes should be created at local levels by developing mechanism to make it mandatory
Involving all the administrative government at different levels in designing , planning and implementing literacy
The coordination mechanism need to be integrated in day to day life of the stakeholders
Literacy should be integrated in broader agenda of education and coordination should be part of bigger education coordination
LIFE strategies should be mainstreamed in national strategies
