Challenges faced in integrating CSTL indicators into EMIS The structuring of instruments, i.e. standards and definition Structuring of indicators (standards in the instrument) Definitions of some indicators (Life Skills) Method of collecting data (Questionnaires vs. interview) Lack of budget to make necessary adjustments EMIS budgets not adequate (innovations assume budgets available) Rely on sub-sector’s commitment to process (budget, development, use) Contextual issues when colleting cross national data FPE and Vulnerability (mandate, who defines OVC) Feeding scheme (Vulnerable vs. all pupils)

Reinforcement of EMIS Budgets (sub-sector contribution to EMIS) All sub-sectors were instructed to budget for their M&E Innovations supporting the development of applications and systems Regional experts, centres of excellence (RSA/SD/ZAM) Explore Cross-cutting M&E EMIS systems (CSTL/HIV and AIDS/ SEN/ …) Reporting on qualitative contexts Capacity building in M&E reporting (country specifics)
