7 Current Position Borough wide commissioning models delivering over 16,000 hours per week at a cost of just under £8m 5 homecare Providers covering the Borough 4 Extra Care and community outreach services In house reablement service Time limited rapid discharge service funded by HAST. Spot contract arrangements with 4 providers, mainly operating in the south of the Borough. Different models of contract for supported living arrangements (learning disabilities) .

9 Care at Home Framework The framework agreement is a general term for agreements with service providers for a generic set of services which set out terms and conditions under which specific purchases (call-offs) can be made throughout the term of the agreement. Open Tender. Inclusive of more services than was available in 2012. Rationalises and reduces the numbers of contracts drawing in Extra Care and Independent Living services.

11 Key features of the lots
Will allow greater focus on a locality area; Reduced travel commitments; Fee appropriate to that specific area or Zone; Guaranteed support from a neighbouring service provider; and Opportunity for planned further competition in the event of Service Provider failure or defined future work becoming available. Ensure the “Council” can meet its statutory duty – in that referrals are picked up by contracted providers in both a timely and safe way.

12 Key features of the lots
Open to all providers who meet the essential selection criteria; Ranked on quality and price; Opportunity for specialist call off for individuals who are too complex for Providers in Lot 1 or 2. Lot 4: Open to all Providers who meet the essential selection criteria; Ranked on quality and price; and Accessible for purchase by people who choose to manage their own Personal Budget via a Direct Payment.

13 Care at Home Framework (Lots 1 & 2)
Successful Providers will receive all referrals for their awarded area/zone in the first instance. Providers will need to respond and confirm within a specified timeframe by confirming if they can meet the individuals needs. Where there is clear rational the Provider is unable to accept this referral, or to meet the requirements due to client choice, safeguarding or contract management issues, the referral will be sent to the secondary provider, who will go through the same process.

14 Care at Home Framework Lot 3
Successful Providers will be ranked in terms of cost and quality. Care Managers will call off from the framework working through the ranked list until a suitable Provider is agreed. Providers will need to respond within a specified timeframe to a care and support plan and / or pen picture.

Successful Providers will be ranked on cost and quality. Successful bidders will be placed on an approved Providers list. The clients arranging their own care may wish to use a provider from this list when arranging their own care. Clients will be able to access this list by either requesting the list or via the Stockton information Directory (SID)

Ceiling prices in the tender. Ceiling prices will reflect NLW and unique challenges of the particular locality or scheme. Rural Rate for pre defined localities on top of what is already in place.

19 Contract Management

20 Care at Home Framework Tender
Providers will be required to register an account on ProContract. All Providers will need to complete the Selection Questionnaire (previously Pre-Qualification Questionnaire). Each Lot will have a set of quality questions that require a full and considered response. All Providers will be expected to submit a price. All submissions must be submitted electronically by the deadline. No late submissions will be accepted. All questions will then be evaluated by a panel.

21 Care at Home Framework Tender - completion
Write in a style that is clear, concise, interesting and grammatically correct. Think about the word count – if it states 1000 words, don’t just give 2 sentences. Read each question a number of times to ensure you understand what is being asked and the scoring methodology.

Check to ensure your response is thorough and comprehensive covering all points raised within the question. Give examples where required. Be very careful if you are copying from previous bids – incredibly annoying to see “we will work with Stockport Council on ….”

Ask someone else to read your response, is there anything they don’t understand? Remember we will only evaluate what you say in your bid, so even if you know us & you think we know you, don’t make any assumptions as we can only evaluate based on what you write . Ensure you submit before the deadline time.

24 Care at Home Framework Tender timescales
Key dates Tender expected date of issue 24th of April 2017. Tender Return May 2017. Tender Evaluation May to June 2017. Tender Award, mobilisation and contract start dates will be phased to minimise risk to clients, Borough and Providers.
