4 Penalties Completed (10-1-1)
When: Declined. Accepted. Canceled by rule or, Choice is obvious to the referee. Disqualified player must leave. Penalty must be completed before next ready. Penalty not enforced if in conflict with other rule.

5 A.R. 9-4-1 X A1’s legal forward pass
RULING: Team B foul. Penalty 10-yards from the spot of the foul. Team B’s ball, 1st & 10. No loss of down is included in the penalty since Team B is awarded a new series after the penalty enforcement (Rule e-1). B1 intercepts, fumbles. B2 bats the ball forward and out of bounds..

6 Live Ball Fouls Two possibilities: Single foul during a play.
Multiple fouls.

8 Live-Ball Fouls by the Same Team (10-1-3)
Offended team may elect only one of the penalties. But remember: live-ball fouls for unsportsmanlike conduct by non-players are administered from the succeeding spot.

9 Example 1 RULING: Team B may accept
only one: 5 yards for the illegal motion or 15 yards for the chop block. A 75 chop Blocks. A10 catches pass and scores. A10 moving Forward at snap.

10 Example 2 Ruling: B may accept 15-yard penalty
from the previous spot for the chop block or 15-yards from the spot of the taunting. The score does not count. A 75 chop Blocks. A10 catches pass and taunts B1 as he scores. A10

11 Live-Ball Fouls by Both Teams (10-1-4)
Fouls offset and the down is replayed. Four exceptions: Change of team possession and team last in possession had not fouled before last gaining possession (“clean hands”). Team B foul is post scrimmage kick. One is a live-ball treated as a dead-ball foul. After Team B possession during a try or extra period.

12 A.R. 10-1-4 I Ruling: Offsetting fouls. Team A
Team A kickoff goes out of bounds. Before the out of bounds, Team B fouls. Ruling: Offsetting fouls. Team A re-kicks at previous spot.

13 A.R. 10-1-4 III Ruling: Team B may accept offsetting
Team A illegal formation. B1 A1’s pass Intercepted by B1. X During B1’s return Team B clips. Ruling: Team B may accept offsetting fouls and replay the down, or decline offsetting fouls and keep the ball. Team A may accept penalty for B’s clipping foul.

14 A.R. 10-1-4 IV RULING: No option. The fouls offset
Team B offside. B10 clips on the return. X B23 intercepts, A1 illegal forward pass. RULING: No option. The fouls offset and the down is replayed. Team B may not decline offsetting fouls because it had fouled before getting possession of the ball.

15 A.R. 10-1-4 VI RULING: Since Team B had not fouled
before the change of possession, it may decline offsetting fouls and retain possession after completion of the clipping penalty. A78 tackles, pulling & twisting the face mask. Team A legal forward pass. B23 clips during the return. B45 intercepts.

16 Example 3 RULING: Since Team B’s foul is post scrimmage kick
B41 catches the kick and advances 5 yards. A1 punts. X During the kick B23 blocks below The waist. A2 holds. RULING: Since Team B’s foul is post scrimmage kick enforcement, B may decline offsetting fouls and keep the ball after enforcement for its block below the waist. The enforcement spot is the end of the kick. Team B may also accept offsetting fouls and replay the down.

17 Ruling: No option. Live-ball fouls offset. Replay the down.
Example 4 B79 offside. A10 catches pass, and taunts B12 before he scores. A10 Ruling: No option. Live-ball fouls offset. Replay the down.

Example 5 B79 offside. Ruling: B’s offside is declined. A’s sideline interference is penalized on the try or kickoff. A10 catches pass and scores. Team A sideline Interference.

19 Summary of Live-Ball Multiple Fouls
By Same Team Offended team may elect only one. But remember: Live-ball unsportsmanlike conduct fouls by non-players – succeeding spot. By Both Teams Offsetting fouls. Four Exceptions: Change of possession (“clean hands”). B’s foul is post scrimmage kick. Live-ball treated as dead-ball foul. After B possession on try or extra period.

20 Dead-Ball Fouls

21 Dead-Ball Fouls Penalties are administered separately and in order of occurrence. Exception: When unsportsmanlike or dead-ball personal fouls by both teams are reported to the referee and before any of the penalties have been completed, the fouls offset and the penalties are canceled.

22 A.R. 10-1-5 I 4th and 8 RULING: Team B personal foul.
Team A gains 4 yards and is tackled. After the play, Team B1 piles on. RULING: Team B personal foul. Penalty-15 yards from the succeeding spot. First and 10 for Team B. Clock starts On the snap.

23 A.R. 10-1-5 III 2nd and goal at the 3 RULING: The penalties cancel
A14 is downed at the 1. B67 piles on and A14 slugs B67. RULING: The penalties cancel since neither has been completed. A14 is disqualified for fighting. Third and goal.

24 Example 6 RULING: The penalties cancel
since neither has been completed. The try will be at the three-yard line. Team A legal forward pass B17 taunts A55 and A55 tackles B17 in the end zone. B17 intercepts and scores.

25 Live-Ball – Dead-Ball Fouls

26 Live-Ball / Dead-Ball Fouls 10-1-6
When a live-ball foul by one team is followed by one or more dead-ball fouls (including live-ball fouls treated as dead-ball fouls) by an opponent or by the same team, the penalties are administered separately and in the order of occurrence. [i.e. take care of the live-ball foul first, then the dead-ball foul]

27 A.R. 10-1-6 I RULING: Three options
A illegal motion. After the play, Team B player personal foul. A’s punt untouched out of bounds RULING: Three options 1) B may elect to replay the down after 5 yard penalty against A followed by 15 yard penalty against B. 1st & 10 for A. 2) B may decline the illegal motion penalty and have the ball after a 15 yard penalty from the out of bounds spot. 3) B may accept the 5 yard penalty against A enforced from from the out of bounds spot followed by 15 yard penalty against B. B’s ball 1st & 10. Clock starts on the snap.

28 A.R. 10-1-6 II RULING: Both penalties are
Enforced. 15 yards against B from The 11, followed by half-the-distance Against A. B’s ball 1st & 10 from the 13 yardline. Team A legal forward pass A55 tackles B17 in the end zone. X B17 intercepts, taunts A55 at the 11 yard line, and scores.

29 A.R. 10-1-6 III RULING: Team A retains the ball after the penalty
X B2 intercepts and Is downed. A legal forward pass. After the play, A1 piles on. B offside RULING: Team A retains the ball after the penalty against Team B is enforced. Team A then will be penalized for the dead-ball foul.

30 A.R. 10-1-6 V RULING: Team B retains possession. Penalize Team B
B2 intercepts. A legal forward pass. On the runback Team B player clips. After the play, Team A player piles on. RULING: Team B retains possession. Penalize Team B for its clipping foul, followed by a penalty for Team A’s dead-ball foul. The yardages will cancel unless one enforcement spot was inside the 30-yard line and enforcement was toward that goal.

31 Summary of Dead-Ball Live-Ball / Dead-Ball Fouls
Administer separately and in order of occurrence. Exception: fouls reported to referee before any completed. Live-Ball / Dead-Ball Administer separately and in order of occurrence [i.e. live-ball first, then dead-ball].
