9 Are the poor leaving London?
There were on average 835,000 housing benefit claimants in London in 2014; just over 10% moved home. The majority of those moves (over 60%) were within the same borough Less than 10% of those moves were to outside of London. A small increase since 2010 (from 7,200 to 7,500). Not what we were expecting or are told

14 Migrant poverty A third of foreign-born people in the UK are in poverty compared to a fifth of UK born Migrants are more likely to be: privately renting, young adults and/or single earner families – partly the reason for their higher poverty rate. Those in the UK for less than 5 years had a higher poverty rate than longer-term migrants But even those here 20+ years were more likely than UK born to be in poverty

15 Its not just about nationality
Oldest groups have lowest proportion born aboard and not British have highest proportion not able to speak English. Digging round in the data and looking at variations within groups and of different measues can tell you a lot more

16 Summary London is a high churn place, but perhaps not in the way we think. Unlike some places, its high levels of international migration is longstanding. The scale of migration hasn’t changed much but the nature is shifting. Range of nationalities live in London – huge diversity within migrant population and their ‘barriers’ to integration.

20 Political context Sadiq has made social integration one of his core priorities and as such has appointed Matthew R Sadiq’s new visioning document sets out some of his early thinking on social integration We see social integration as being about how all Londoners lead interconnected lives and how all Londoners can be active citizens (regardless of immigration status) – but social integration also has clear links to other elements of Matthew’s brief – equality and fairness, partnership/engagement with Londoners Social integration is much wider than migrant/refugee integration but we do expect there to be some specific workstreams relating to the particular integration barriers faced by this cohort of Londoners too Matthew Ryder, Deputy Mayor for Social Integration, Social Mobility and Community Engagement

We know there is already lots of exciting work happening at a grass roots level to support active citizenship and communities coming together We have been working closely with Sunder, Will and others to think through how we can add value to that We have limited policy levers so our involvement will need close collaboration with stakeholders across the city But there is also a lot Sadiq and Matthew can bring to the table strong political leadership which can make a difference locally, regionally, nationally and internationally on these issues at a time of potentially increased community tensions The ability to convene and faciliate partnership working between London’s stakeholders Develop policy Demand devolved powers and funding to London Deliver programmes – working with stakeholders across London

22 PrioritIES Ijeoma, Let Us Learn
Many of you will have seen the incredibly moving speech Ijeoma gave at the Citizenship Assembly at Copperbox where Sadiq powerfully expressed his support for young Londoners with irregular migration status. We expect supporting young Londoners to secure their legal rights to residence to be a priority workstream for the GLA. What this support will look like will need to be fleshed out with partners and politically, but this could be anything from building on the work of Let Us Learn to increase awareness of the rights of these young people in schools, to providing legal advice to those entitled to residency/citizenship Encourage the take up of British citizenship – this could include increasing active citizenship elements of British citizenship, as well as potentially much bigger mayoral-supported citizenship ceremonies Increase voter registration – this could include working with local authorities, schools, colleges to embed registration processes Celebrate diversity and build shared identities - this could include engaging with Londoners on what it means to be a Londoner, and developing welcome packs for new Londoners (international, domestic and young new Londoners)
