Introduction to the seminar – what has been done so far?
Working meetings on the launching of ENI CBC programming: in Helsinki between Finnish and Russian representatives (JMAs + relevant national authorities) in Helsinki between Finnish, Swedish and Norwegian representatives (JMA Kolarctic + relevant national authorities)

Number of ENI CBC programmes
Three ENI CBC programmes on the “Finnish-Russian” border are proposed to be implemented also in the future (currently named as Kolarctic, Karelia and South-East Finland – Russia)

Eligible areas of the future ENI CBC programmes
In duly justified cases partners outside the participating countries could be involved in the joint projects (e.g. in Kolarctic programme partners from Iceland, Karelia programme partners from Sweden and South-East Finland – Russia programme partners from Estonia) Possibilities for joint projects between the programmes should be investigated

State co-financing The joint allocation of state co-financing to the programmes should equal the Community financing also in the future

Types of projects The CBC programmes are seen as an instrument for regional development Development projects are the core of cooperation but also large investment projects are considered important and necessary, especially in the border-crossing points As the programme territories are large, the main geographical focus of investments should stay at the immediate border territories → special attention would be paid to large investment projects implemented in the bordering area primarily

Management mode The future ENI CBC programmes on the Finnish-Russian border should be implemented in full shared management mode In order to secure continuity and smooth launching of the programmes, the current Managing Authorities – namely Regional Council of Lapland, Council of Oulu Region and Regional Council of South Karelia – could continue in their task also in the future It is also evident that the Managing Authorities need support in the implementation of the programmes → relevant support structures should be discussed when preparing the programmes

Legal basis General agreement on CBC programmes between the Government of Russia and the European Commission, which is a single agreement for all the EU-Russia programmes. General principles and basis of CBC will be stipulated in it Programme-specific agreements between the governments of the participating countries (Russia, Finland, Sweden and Norway) and the European Commission on financing and implementation of the programmes. If possible, the Managing Authorities could co-sign the agreements. Programme description, institutional structure, tasks, rights and responsibilities of the Managing Authorities and participating countries, funding, irregularities and financial liability shall be provided in it The above mentioned is subject to final approval of the EU legal framework and should also take into account relevant national legislations

Joint Programming Committees (JPC)
Original plan was to establish the committees by the end of 2012 Composition of the committees is still to be discussed → in addition to national authorities also regions could be involved
