1 IT Outsourcing A glimpse into the adaptability of the Seat Management Outsourcing Contract. Eric Mitchell S.Ed – Director of MIS and Instructional Technology Okaloosa County School District

2 Overview IT Outsourcing – quick review Changes over 10 years What Why
Wireless/Networking Laptops Chromebooks Mobile Devices Security/BYOD IT Curriculum

3 IT OUTSOURCING (SEAT MANAGEMENT)
What? Copy Machine Concept Perpetual Computers Seat Management Lease Support Management Purchase and Support Network/Telecommunications Website Management Help Desk Support IT Consulting

4 IT OUTSOURCING (SEAT MANAGEMENT)
Why? Capital v/s General Area Technology Workforce Competition Teachers teach!

5 13 Years CACI has become a vested partner in the success of Okaloosa County Schools. 13 Years integrates a program in a way that no one wants to see go anywhere. Perpetual Computers, Happy Finance people, Happy teachers, What’s no to love? He’s a look at how a technology contract like this one can survive the evolution of technology.

6 Baseline Standardized on Hardware 5 to 1 90% Desktops 5 % Wireless
0 Online Testing Removed site based technicians with roaming field technicians 3 1/2” floppy drives, Dells were still Tan. DVD drives were not standard. You get my point.

7 Wireless Networks Where we started – 2 sites with sporadic coverage
Where are we now: Blanket coverage Strategies and plans for robust coverage Planning that prepared us for growth, management, and security. Wireless Network gear isn’t in the contract* *Support and Management Only. When We started in 2003, Wireless was barely on the radar. Now we have district-wide blanket coverage and robust coverage by the end of next year. * Management and Support has always been in the contract in 2016 we added the firewall as a hardware item.

8 Mobile Devices iPads take the District by storm.
We have a conflict with CACI on how to treat and manage them. We already had a team neck deep in management as we explored usage. Apple made app acquisition difficult and hard to manage. Mobile Learning was kept in-house I have 2.3 employees for 4,500 devices. 170 turned into 560 the first summer ipad 2s are available. We don’t chase Fads in Okaloosa. We product test everyting. cases, carts, devices, everything. App purchasing would have to stay in-house regardless. CACI – L-3 at the time swore these were laptops and wanted to keep them on the contract that way, and we could see their logic, but ultimately, we kept this in house.

9 Chromebooks What a surprise this little things were –
Pushed laptop prices down even further Pushed Microsoft in a corner Took out Microsoft based platform and put it on it’s ear. 51/49 is way off now – Chromebook Seat, Chromebook Support Seat, and a 1 to 1 plan. You see once ads on TV started running about chromebooks for $199. Schools wanted them bad. Did know how to use them or the impact it would have on the network, but they wanted them.

10 Security and BYOD NONE OF THESE THINGS WERE EVEN ON THE RADAR IN 2003!
DDOS Threats Hacking (internal and external) Military Flight interference Virus/Malware/Spam Testing Who can say they’ve say they handed over suspects to the FLDOE for performing DDOS attacks? Who can say they can that law enforcement calls them for tech support. Who can say that they can call a CACI who has cyber divisions, for assistance? We can. Who can say they’ve been asked at Gunpoint by the military to turn off their network – We can say that too. In October we’re changing to a new student username and password system. That’s not a little thing, but with a company like CACI it’s not problem

11 No More Desktops Next Challenge – The elimination of the Desktop seat.
Starting in 2015 we started eliminating Desktops More testing flexibility Cheaper electricity costs Cheaper Hardware costs 51/49 Rule Benefits of a CACI workforce: Flexible Salary Subcontractor Options Multinational Corporate Purchasing power Whoever thought in 2003 that’s we see student quality laptops in the $300 range. What will we do when Disposable hardware starts – wait that’s a chromebook and we’ll get to those in a minute.

12 IT Curriculum

13 IT Curriculum So when they said we want 4 levels of Netoworks classes for certifications – I was concerned. Every year these little darlings come up with something for us to have to solve. CACI helped us with an IIDS Developed strategies for isolating them on the netowork Provided corporate expertise Help me get them to the edge of the cliff without falling off. They hacked the auto shutdown tool and shut ever system down at noon one day. Sniffing network traffic
