1)  in the late 90's CIPC under Joel Mari Yu saw the decline of manufacturing due to China and Vietnam.  thus the need to explore other industries.  they went on a roadshow in Manila to invite the BPO companies to consider Cebu as a backup site.  in 2003, the first Call Center- Sykes Asia  came to Cebu and established a 17 man back up site, today Sykes is one of the big players in Cebu.by mid 2000 more BPO companies discovered Cebu and it just continues to grow to about 120,000 direct employees as of dec. 2015
2)  from a manufacturing hub in th e80's and 90's, it evolved and ventured into the BPO services
3) at the start of the BPO industry, a good number of Cebu's talents went to work in Manila but when the industry picked up a few years later in Cebu, those who went there came home and became the managers, supervisors, etc
4) CEDFIT is Cebu's biggest secret in the success of its IT/BPM industry. this secret was replicated in other Philippine Cities by mid 2000 and gave the birth of more than 40 ICT Councils who were instrumental in the success of cities like Bacolod, Iloilo, Dumaguete, Davao, Cagayan de Oro, Sta Rosa, Metro Clark, and Legaspi Cities to mention some. 4
