EGM held 25th March ’17 overwhelming support to increase membership by £10 (£36) What will this mean for West Yorkshire? Increase will cover shortfall in funding from Sport England Additional money ring fenced for NGB only Only affects “over 18” membership Price will be frozen and reviewed 2021 6

13 Umpiring – current numbers

Approx 21 people have passed their ‘C’ written test but only about 6/7 actively working towards the full qualification. The challenge here continues to be opportunities for learner umpires to practice on good standard netball games, and them being allocated a mentor to observe them and give feedback/guidance. Mentors are all volunteers so we are relying on people’s good will. Conversion rate is still low despite ensuring that everyone who attends a C award course has to be affiliated to EN. Eg a course ran in June 2015 with 16 WY delegates, this course ‘runs out’ on 28 June. Of the 17 people who attended only 3 people have qualified as ‘C’ award umpires. Suggestions on how to improve this? 13

14 Umpiring - challenges Assessors The lack of Assessors continues to be a challenge. We need more A/B award umpires to volunteer to become Assessors – places on the EN Assessors Course are fully funded by WYCNA. Currently 4 EN qualified Umpire Assessors – 1 part qualified. Mentors WYCNA have several mentors to try and support learner umpires. However, this in itself is a challenge as the Mentors are all volunteers and we do not have enough people to offer the amount of support needed. Currently there are only 4 qualified assessors with one assessors who will be ‘signed off’ competent shortly. The pre assessment test Minimum of 30 minutes) as part of both the B and C Award tests, continues to put tremendous pressure on these assessors. We need more A/B award umpires to become Assessors. When a course was advertised at the end of last year only one person from WY volunteered to attend the course, this is the person who is part qualified. We do have several mentors, however, not all are actively mentoring people, some people are doing more than others. So again this continues to be a challenge as there are not enough people available to support learner umpires. A solution to this might be to organise an event for learner umpires to come along and umpire some friendly games whilst being observed by mentors. Eg bring the learner umpires and mentors together in one place. 14

15 Umpiring - challenges Improving Umpire Standards
Standard of umpiring in WYCNA league is causing concern in some areas. Since the introduction of new rules in 2016 there appears to be a variation of how the rules are interpreted and applied in games. To try and address this issue, a survey of all WY umpires was recently conducted to see whether there was an ‘appetite’ for an Umpiring Conference/Workshop where umpires could come along and focus on any issues/rules/game management etc. However, of the 92 umpires listed in 2016/17 WY handbook we only had 16 replies. We need to build robust succession plans of good standard umpires for the future if we are to sustain a credible WY Netball League. Not sure whether you want to put this slide in – entirely up to you guys. But I have had a lot of feedback recently from players/other umpires who are unhappy about the standard of umpiring in WY league eg not applying the new rules correctly, particularly the stoppages rule for injury. Umpires walking up and down the court and making no effort to follow the pace of the game correctly, this does definiately NOT just apply to older umpires!!! I suppose what I am trying to say overall is that we do need more umpires who are keen to umpire correctly. This means we need to improve the conversion rate of those attending courses. The example I gave in the previous slide just says it all to me. People either come on courses so that they can umpire in social leagues, or once they have been on the course the realise that umpiring is not as easy as they first thought. There is a general lack of support for some of the learner umpires, but I do feel that those who make an effort to get in touch for support do get help. Not sure how all this should be worded, as it sounds very negative!! 15
