Thresholds for Alert Threshold 1: Displacement
Significant Threshold (10% of the population at payam level is reported as displaced) Minimum displacement requirement > 5,000 people significant release (>50) of children associated with armed conflict Identification of a new large caseload (>100) of unaccompanied and separated children How long have people been displaced for? Anticipated Duration (how long civilians are expected to be displaced for): Conflict related > 3 months Flooding – complimenting the HCT endorsed Key Messages on Floods (2014) In areas prone to flooding requires constant monitoring of baseline indicators and the situation; assessments will be triggered where other life-saving needs exist. Cattle Raiding –must meet the following criteria: The scale of displacement has doubled from previous cattle-raiding incidents; and/or There is destruction of personal property, reduced coping strategies as a result; and/or Destruction of infrastructure

WHO thresholds per Disease Coordination with other established task forces Threshold 3: High Malnutrition Status/Food Insecurity GAM/SAM overall emergency levels (>15% GAM) Increasing admissions in nutrition facilities (taking into account whether services were already operational in the area) Change of IPC level over a shortened period of time Reports of hunger related deaths Displacement of >10% population due to hunger Population has been displaced and without assistance for > 3 months Anticipated Duration > 3 months
