Santa Ana River Conservation and Conjunctive Use Program (SARCCUP) Background
SARCCUP is a $100 million program developed by the five regional water agencies in a collaborative effort to target Proposition 84 funding, and includes the following elements: Water Use Efficiency assistance for agencies to develop conservation-based rates Habitat Creation for the Santa Ana Sucker fish and removal of water-consuming non-native Arundo along the Santa Ana River Watershed-scale cooperative Water Banking Program that includes water banking to store water in wet years and provides a new supply during droughts and emergencies resulting in new Dry-Year Yield (DYY) for the watershed

Previous Board Actions on SARCCUP
In 2014: Board approved a Memorandum of Understanding that authorized the five SAWPA member agencies to collaborate and secure Prop 84 IRWM funding for a watershed-scale conjunctive use program In 2015: the Board approved Amendment 1 to the 2014 MOU, which added references to the more formalized Santa Ana River Conjunctive Use Program, along with “Foundational Principles” to maximize local resources and avoid competition between the SAWPA member agencies for the Prop 84 IRWM funding

SARCCUP – 2016 Memorandum of Understanding
Purpose: Defines overall Program functions and describes the necessary coordination and agreements between all parties to demonstrate to DWR and SAWPA how the Program will be successfully implemented. Describes all future agreements for SARCCUP facilities management, funding, construction and operation Signatories to MOU: EMWD, IEUA, WMWD, OCWD and SBVMWD (SARCCUP Agencies) Additional parties to future agreements outlined in MOU: Municipal Water District of Orange County Metropolitan Water District Watermaster Storage Agreements (Chino Basin, Hemet-San Jacinto, San Bernardino) SBVMWD and Metropolitan Water District – sale of excess SWP entitlement water ce SARCCUP Storage Demonstration Program MOU executed by and between the 5 SARCCUP agencies.

SARCCUP - Project 23 Agreement
Purpose: Establishes a project committee among the SAWPA member agencies participating in the SARCCUP project to oversee project development and Proposition 84 grant compliance. Facilitates accounting of grant funds and agency matching funds for SARCCUP banking facilities and habitat restoration project Sets project implementation policies and provides project management oversight Committee members are the General Managers of the five SAWPA member agencies Signatories to PA 23 Agreement: EMWD, IEUA, WMWD, OCWD and SBVMWD (SARCCUP Agencies) and SAWPA Note: Existing PA 22 Committee will provide oversight on WUE component of SARCCUP

Recommendation Approve and authorize the General Manager, or his designee, to execute the Memorandum of Understanding (MOU) and Project Agreement 23 (PA 23) to implement the Santa Ana River Conservation and Conjunctive Use Program (SARCCUP) facilities, subject non-substantive changes or modifications; and designate the General Manager as EMWD’s representative on the PA 23 Committee pursuant to Section 18 of the SAWPA Joint Powers Agreement. SAWPA has indicated that at least the Framework of an Agreement is needed from each of the agencies for the grant agreement between SAWPA & DWR.
