The 4 th Railway package will recast the safety directive; Obligation for railway actors to exchange information on safety risk events related to defects and construction non-conformities or malfunctions of technical equipment, including those of structural subsystems; CSM on monitoring (already existing today); ECM regulation (already existing today); NSA Belgium 10/05/2016

2. ICT Tools Safety Alerts Tool
At the moment the Agency is developing Safety Alerts IT tool, which should be available in May 2016; This tool will be available only for the sector railway actors (NSA, NIB will not have access); The Agency is also developing the guidance on how to use the Safety Alert IT tool and etc. In this guidance, questions will be answered as well; NSA Belgium 10/05/2016

2. In what cases a safety alert has to be sent
Actors should report information about hazards that, in their own judgement and in accordance with the policies of their own organization Relate to defects and construction non-conformities or malfunctions of technical equipment, including those of structural subsystems; The hazard, event or information is new or unexpected and therefore the related risk is likely to be poorly controlled; The related risk, if not controlled, has the potential to lead to an accident or incident involving serious injury or 1 or more fatalities; The related risk is relevant for more than 1 actor NSA Belgium 10/05/2016

4. Involved actors It depends of the defect itself, but at least all relevant actors should be considered. The relevant actors could be: railway undertakings; infrastructure managers; entities in charge of maintenance; manufacturers (of subsystems, IC’s, …); maintenance suppliers; keepers; all other actors having a potential impact on the safe operation of the rail system within the European union, including service providers, contracting entities, carriers, consignors, consignees, loaders, unloaders, fillers, unfillers, ….
