Motivations for understanding the different ways that people characterize measuring instruments and systems: - to underpin understanding of how test accuracy ratio (TAR) and test uncertainty ratio (TUR) are used regarding uncertainty and traceability; - to chronicle the different ways that common terms are used to denote different types of instrument and system characterizations (for the VIM); - to develop a paper that can serve as a single reference for legal metrology applications (for OIML Uncertainty Document).
