Duration: January 2007 – December 2013 Budget: € 7 billion Participating countries in 2011: 27 EU-Member States, Candidate Countries + Norway, Iceland and Liechtenstein The programme is also open for future participation to: Swiss Confederation Budget: 7 billion Euros in cash prices Third countries: Conditions have to be laid down in framework agreements with the countries concerned.

Development of innovation (DOI) Transfer of innovation (TOI) DOI proposals present the need for innovation (gaps in the market) DOI proposals  react to a common innovation pressure + should lead to brand new solutions  clear benefit with European-scope TOI proposals  present the basis of the transfer (identified best practice or innovative products or processes) present the benefits/added-value of transfer to the new target audience: geographic, sectoral, linguistic, socio-cultural (needs analysis!)

Input of European partners: different approaches lead to cross-fertilisation, creativity, new solutions/know-how TOI generate "savings" by exploiting existing practices: innovative content can be 5 years old, for example, as long as it has not been outstripped by another innovation TOI proposals can also be a learning experience for the "exporting" organisation respectively the "exporting" country

proposals must clearly address one of the 3 strategic priorities set up for DOIs no national priorities proposals must clearly address one of the 6 strategic priorities set up for TOIs if required in the National Agency call for proposals - also comment on the contribution to national priorities.

DOI proposals time for development but also enough time for testing (thus can be 3 years long) The development of an innovation can come from any organisation with an innovative idea: therefore DOI proposals will often involve specialist developers TOI proposals allow only limited time for development but largely sufficient time for adaptation, testing and integration. TOI project  need for partners with standing and reputation (not necessarily innovative organisations but this does not exclude specialist developers)

Already in the planning stage TOI proposals must clearly consider international property rights (IPR) of the previously developed products or results, which the proposal intends to transfer

Results required in languages of all partners Sustainability Modernisation of VET  Extension of benefits beyond the original project environment through dissemination & exploitation of results  Impact on methodology, structures and systems in participating countries

2011 Cooperation between VET and the world of work Skills and competences of VET teachers, trainers and tutors Promotion of the acquisition of key competences in VET Development and transfer of mobility strategies in VET ECVET Improving quality assurance systems in VET Strategic Priorities, p. …….., of the call for proposals 2011: Under each of the priorities is a description of what applications should propose as project!  Read carefully ! Success stories – Project examples  Brochure  ADAM  Websites of National Agencies Transfer and Development of Innovation:  Projects must address one of the priorities!

13 LDV – TOI – Priority Improving QA systems in VET
Exploitation of former DOI or other LDV projects in the field of QA in VET in order to prepare, organise and ensure transfer of guidelines, tools and products for implementation and use of EQAVET framework. This include instruments, procedures and methods established for Design of national approach Use of self assessment and peer review in QA process Development of use of indicators of annex 2

14 LDV – TOI – Priority Improving QA systems in VET (2)
Applications should address one of the following: Exploitation of results of former ENQAVET project Exploitation of results of former projects on the implementation of « the CQAF through peer review for QA in VET» Exploitation of all relevant LDV project on QA in VET in general and CQAF in particular

2011 ECVET EQAVET New Skills for New Jobs - Developing Vocational Skills considering the labour market needs POLICY FRAMEWORK:  Council Resolution of 15 November 2007 on new skills for new jobs Communication and Working Document with concrete policy proposals published on 16 December 2008
