Project Title: Environmental monitoring in Central Asia (MONECA)
Objective:Environmental monitoring, reporting and data sharing is improved in the Central Asian countries and in the region as a whole, and links and partnerships are strengthened between the respective Central Asian and EU institutions. CPH, 12 April 2013

Important messages We will build upon and support the continuation of activities within EURECA We will develop capacities, infrastructure and institutional cooperation with respect to environmental information in Central Asia We will perform our activities in close coordination with the EEA, EUROSTAT and other EU institutions involved in the implementation of the Shared Environment Information System (SEIS) We will build up sustainable relations between central Asian and European institutions in dealing with environmental monitoring CPH, 12 April 2013

Expected end results 1: Improved capacities and inter-institutional cooperation of governmental organisations in C Asia 2: Improved content of environmental information in Central Asia and its accessibility within the region and internationally 3: Strengthening awareness and communication of SEIS principles, approach and results in Central Asia

Result 1: institutions and capacities
National focal points (MOE, STAT), inter-agency working groups established and sustained; regular national and regional meetings Regional / national information policy, legal and institutional basis for SEIS improved to the extent possible… Series of capacity-building events, exchange visits and onsite support organised in synergy with EEA, UNECE and others; links established with parallel activities (bilateral, WB etc.)

Result 2: environmental information
Environmental indicators for C Asia produced under UNECE JTF; inputs to indicator-based assessment for ENPI-CA Innovative ‘SEIS-compatible’ information products in the countries (indicator assessments, SOE reports & statistics) Selected data flows to Europe (EEA) and the world (Conventions) facilitated; regional / transboundary data- sets produced and made accessible on line: water (quality), climate, bio (synergies with ERCA & FLEG)?

Result 3: awareness & communication
Targeted events and products to promote SEIS among the governments and civil society i.a. building on AWARE results Media attention and coverage of SEIS (and EEA) information in Central Asia Strengthened links to the Aarhus Convention and other international mechanisms for environmental information policy (presence in meetings, visibility of products, increased communication)

Start-up activities (6 months)
Months 1-2 kick-offs: with the EEA (Copenhagen) and the EC (Astana), priorities, adjustment of the initial work plan Months 2-4 [re-]visit the countries: state of play, update on current priorities, parallel processes Months 4-5 scoping: agree on thematic priorities, products, details of the approach (EU, EEA, partners, the region) Months 5-6 start: national / regional kick-offs, initiate capacity-building, information production, awareness work

Operating since 2001, Independent, non-commercial and non-partisan organization of international character Governed by the 12 Management Board members: National MoEs, NGOs, OSCE and Government of Germany Recognized environmental organization in CA with a regional mandate from the Governments and NGOs Creates opportunities to attract advanced knowledge, best international practices and technologies in the field of environmental management and sustainable development to Central Asia Supports the implementation of MEA in CA (UNECE Water, Espoo, UNFCCC, UNCCD, UNCBD, Aarhus) Assesses the needs and introduces SEIS in Central Asia CPH, 12 April 2013

CAREC Project experience

Water and water-related ecosystems and green economy/ resource efficiency (2011) Interministerial Working Group (IWG) on environmental information, data and statistics in Kyrgyzstan (February - March 2012) Working group meetings of IWG with participation of representatives of OECD, EEA, UNDP (January, April, May 2012) National seminars for national authorities and experts on gaps and possibilities for better environmental governance in CA, including SEIS (Kyrgyzstan – 21 May, Uzbekistan -17 September, Tajikistan – 16 October, Kazakhstan – 25 October, 2012, Turkmenistan- March 5, 2013) Join action plan on improvement water and waste statistics in Kyrgyzstan (CAREC, Finish Environmental Institute, OECD, UNDP) National Reports on needs assessment for implementation of SEIS in CA (5 reports) and publication CPH, 12 April 2013
