Ms. PUNAM, IAS DM, Bikaner Banko Bikano Community Led Sanitation Campaign in a Desert District of Rajasthan Under Swachh Bharat Mission
2
Bikaner context All excuses of not having sanitation in one place
Desert terrain with vast open land; The size of the district is comparable to many Indian States. People in remote villages live in dhanis in the middle of nowhere surrounded by sand dunes. Gram Panchayats in Bikaner are big in size with up to 40 kilometers radius There is no dearth of space to answer nature’s call. Bringing water to home is painstaking efforts for the women in remote villages. Low literacy rate of women. Add a photo of desert landscape, here Yoy may add exact figures or examples Also the TSC campaign was not functioning , with no officers in place

Banko Bikano Campaign Strategy
Focus on community wide behavior change and pride. Communities to be triggered by DRG using CLTS tools of pride, dignity etc Early morning nigarani by natural leaders of each vilage/habitation facilitated by motivators/nodal officers Toilets have to be constructed by people themselves, incentives would be given after achieving ODF only No standard design of toilet. It can be construct as per their preference. Women and children should be included in the process Monitoring is focused on ODF rather than construction of individual toilets Communities are encouraged themselves to support the poorest of the poor to arrange materials and labour on credit , as incentives is given afterwards. ODF GPs would be recognized and rewarded with schemes such as SLWM Highlight and recognize pride of GPs and communities that achieved ODF in routine meetings and field visits

ABOUT BANKO BIKANO The campaign was officially launched in April 2013, by collector, with a five- day training of the newly engaged district team on community-led total sanitation, facilitated by resource agency engaged by the W0rld Bank's Water and Sanitation Program (WSP). Nal Beri has become the first ODF Gram Panchayat, with the local population having constructed more than 500 improved toilets over the course of 10 days. Every house hold built a toilet and began using it as a matter of dignity, thanks to regular follow-up by the Sarpanch and nigrani committees. Learning from the success of Nal Bari helped the District Sanitation Mission(DSM) to roll out a successful strategy for scaling up rural sanitation. The basic principle was simple: the campaign must be community-led and demand-driven and incentives will be paid after achieving ODF. The district decided to brand the campaign with a name and logo that would appeal to local population. Through a consultative process, the name "Banko Bikano" was chosen. The word "Banko" was taken from the expression "Ran Banka", which means brave and beautiful. It was the women of Bikaner who showed the greatest support for the Banko Bikano campaign, turning out in large numbers for every meeting and taking a lead role in the construction of toilets in their respective households.
7
ABOUT BANKO BIKANO The campaign success is additionally due to the support and guidance of elected representatives, such as Zila Pramukh, MLAs, Sarpanchs, and as well as leaders of all parties, irrespective of political divides. Prominent news coverage comes almost on a daily basis in all the leading newspapers, highlighting the success stories of villages. Sarpanchs, and the campaign. It has helped to create demand from all corners of the districts. Bikaner district has also become a pioneer in using the mobile application "Outcome Tracker" developed by WSP has been used by the district-level verification team to verify ODF status of Gram Panchayats. The story of Banko Bikano's success would not be complete without mentioning the hard work and dedication of the District Resource Group. A tireless team of 21 resource persons has worked beyond the call of duty to eliminate the practice of open defecation from the soil of Bikaner. In a state where districts consider the conversion of 10 to 15 Gram Panchayats a reasonable annual target in the effort to stop open defecation, Banko Bikano proclaimed 81 GP's ODF just four months after its launch. This was indeed an unprecedented success.
