Why has it been difficult to cultivate and sustain effective family-school partnerships that support student achievement and school improvement?

The various stakeholders (families, district/school leaders and staff) have not had the opportunity to develop the knowledge and skills, in other words, the capacity to engage in effective partnerships.

Framework was formulated using:
Research on: Effective home-school partnership strategies Relational trust Parent organizing Adult learning and motivation Leadership development Interviews with: Parents Practitioners Policy Makers Researchers

Intention of the Framework
Instead of a roadmap, the framework provides a compass; a direction for the development of effective high impact strategies and initiatives.

Seven High Impact Practices
An infrastructure exists for family engagement (FE). Staff with proficiency in the area of FE are hired to lead the work, and are a dedicated part of the senior leadership team. FE initiatives are aligned with the teaching, learning and developmental goals of the system and schools. The FE team is represented on, or strongly connected with, the instructional team. Policies are changed and created to enhance and enable (not constrain) home-school partnerships.

A high priority is placed on cultivating and sustaining relationships of trust and respect among practitioners, families, and community members. Genuine face-to-face, one-on-one opportunities to share stories are commonplace occurrences. Regular opportunities are created for authentic and meaningful engagement of families, students and community members in decision-making (“with” vs “to” culture). Robust professional development on FE is provided for practitioners. Assessment systems are development to track progress and accountability.
