A panel of individuals who decide if an offender should be released from prison on parole.
The Board also dictates what specific rules parolees must obey.
The majority of the board have the final release decisions.
The Board is a duly constituted body of men and women.

The courts do not have the right to step in and conclude the boards (governors) decisions.
