We have established 7 memoranda of understandings to undertake property management and/or disposal work on behalf of these agencies.

Disposal process of Crown owned property
Property no longer required Offer to other agencies Offer to former or adjoining owners Treaty of Waitangi obligations Sale on Open market This slide shows the high level disposal process for Crown Owned land under the Public Works Act For the purposes of this presentation we will discuss the Treaty of Waitangi obligations in the form of the RFR or Right of First Refusal. Property no longer required Agency declare a property no longer required Offer to other agencies Other agencies have the opportunity to acquire the property for another public work (for example State housing purposes) Offer to former or adjoining owners If no other agency acquire the property then the Crown may have an obligation to offer the land back to the former or adjoining owner Treaty of Waitangi obligations If the former or adjoining owner do not do not accept the offer the Crown may offer the land to Iwi through Right of First Refusal (RFR) or landbank the property through the Māori Protection Mechanisim (MPM) managed by the Office of Treaty Settlements Sale on Open market If Iwi do not accept the offer and the land is not subject to MPM the property can be sold on the open market

Used by all Crown agencies Single source of notifications So a couple of years ago a decision was made to harness these expertise and assist other agencies in the management of their Crown property portfolios Our focus changed from managing our own portfolio well – to being outward and client focussed and we are totally driven to share our expertise around the acquisition, management and disposal of Crown assets. The Crown Property Centre of Expertise is a ministerial priority – one that is not only supported by our own Minister (Michael Woodhouse) but all of the Ministers associated with our client agencies including Minister of Finance. To date feedback has been positive from our client agencies. Point of Difference: Its Voluntary!! This is key – it stops forced behaviours, it sets us apart, it focusses us as an organisation to strive to deliver the very best outcomes for our client agencies.
