2. Background - The Pacific Community
An international organization established in 1947: owned and governed by 26 members including the 22 PICT, Its working language is English and French.
The Pacific Community headquarters is in Noumea, New Caledonia, and it’s regional offices in Fiji, Pohnpei FSM, with field staff in specific countries.
It is one of the nine member agencies of the Council of Regional Organizations of the Pacific

5. The Pacific Community
The Pacific Community (formerly the Secretariat of the Pacific Community) is the principal scientific and technical organisation supporting development in the Pacific region.
The Public Health Division (PHD) is one of several divisions of the Pacific Community
PHD is primarily concerned with improving and protecting public (population) health, rather than individual treatment services.
The membership of the Pacific community comprise 22 Pacific island countries and territories, Australia, NZ, France and the USA

The PHD is made up of two programs - the Research, Evidence and Information (REI) Program, and the Policy, Planning and Regulation (PPR) Program.
The REIP is comprise of 3 teams, whereas the PPRP comprises of 2 team (NCD and HIV/STI)
The PHD is headed by the Director, Dr Paula Vivili and is supported by his two deputy directors – the team leaders for the PPR and REI programs.

8. Development Objective 7
Improve multi-sectoral responses to non-communicable diseases
Division Objective 7.1: To strength political leadership and ownership at national and regional level
Division Objective 7.2: To strengthen healthy public policy and legislation in all relevant sectors
To achieve member countries’ development objective 7, PHD will be working towards the achievement of 5 division objectives – division objectives 7.1 to 7.5

Division Objective 7.3: Enhance NCD prevention and control by strengthening the commitment of multiple sectors
Division Objective 7.4: Build PICTs capacity and knowledge for effective implementation and action
Division Objective 7.5: To establish accountability mechanisms to enable PICTs to assess progress on key NCD indicators

9. 2016 NCD activities to the USAPI
Funding support to all USAPIs to attend the Pacific NCD Summit in Tonga
Distribution of Pasifika Plates cookbook to all USAPIs
TA and training at “Law, NCDs, Trade and Sustainable Development” regional training workshop in Fiji attended by USAPIs
Participation and presenting at the NCD Collaboration meeting in Guam, attended by other USAPIs
TA support to Guam Pacific Art Festival from NCD perspective
-TA for the development of NCD related poster for Palau

10. Other 2016 planned activities towards NCD
TA to CNMI to adapt Pasifika Plates cookbook to local setting
TA to RMI to develop policy/legislation/taxation related to unhealthy foods and drinks; strategies on physical activity; and review of national NCD plan
TA to FSM for World Diabetes Foundation funding proposal application
TA to Guam for NCD risk factors intervention
TA and funding support to some USAPIs to attend the consultation meeting to review and update the regional food based dietary guidelines

11. Development Objective 8
Strengthen regional public health surveillance and response (communicable diseases)
Division Objective 8.1: To strengthen Policy Development and Strategic Planning for a coordinated response to epidemics and emerging diseases
Division Objective 8.2: To improve capacity and standards of PICT laboratories
To achieve member countries’ development objective 8, PHD will be working towards the achievement of 5 division objectives – division objectives 7.8 to 8.5
Division Objective 8.3: To improve access to quality and timely data for evidence-based decision making
Division Objective 8.4: To improve technical capacity and leadership in the area of epidemiology in PICTs
Division Objective 8.5: To improve support mechanisms for PICTs in times of Public Health & climate change health-related emergencies

13. Links between PHD and regional health forums & plans
PHD provides coordination, technical and secretarial support for the biennial meeting of the Pacific Ministers of Health in collaboration with WHO.
PHD provides coordination, technical and secretarial support for the annual meeting of the Pacific Heads of Health in collaboration with WHO.
PHD provides technical support with the implementation of PICT’s public health component of their strategic plans in collaboration with other development partners
PHD provides technical support with the implementation of PICT’s public health programs in collaboration with other development partners
