10 Master Inservice Plans
Statute: Rule: 6A-5.071 Key points District requirements Section , F.S. requires that master inservice plans be updated annually by September 1 and approved by the district school board annually. District school boards must submit verification of their approval to the Commissioner of Education no later than October 1, annually. We do not need the entire inservice plan; just confirmation that it has been approved. Overview of Inservice Plans (high level) – What is it? – It identifies the components of professional learning that may generate master inservice plan points toward recertification or add-on certification. The components in the MIP are deliverables of the professional development system and a major support in addressing the purposes of district systems and individual deliberate practice. District professional development systems must include a master plan for inservice activities. The master plan shall be updated and approved by local boards on an annual basis by September 1 of the current year with written verification submitted annually to the Commissioner of Education by October 1 of the current year. What is the purpose of the MIP? How is the MIP different from the PD System?

District responsibilities and requirements Postsecondary responsibilities and requirements Our follow up – state offers train the trainers – rethinking content and structure. Talk more about that in DOE update. Why is Clinical Educator Training (CET) important to the districts? What other areas could we apply the CET skills? Section (5), Florida Statutes is very specific regarding the requirements for postsecondary instructors, school district personnel, and instructional personnel who supervise preservice field experience courses.  Please note that all should have clinical educator training. According to statute, “all individuals in postsecondary teacher preparation programs who instruct or supervise preservice field experience courses or internships in which a candidate demonstrates his or her impact on student learning growth shall have the following: specialized training in clinical supervision; at least 3 years of successful, relevant prekindergarten through grade 12 teaching, student services, or school administration experience; and an annual demonstration of experience in a relevant prekindergarten through grade 12 school setting as defined by State Board of Education rule.”  Postsecondary personnel are not required to hold a Florida Educator’s Certification. Statute specifies separate requirements for school district personnel and instructional personnel – including cooperating teachers.  “All school district personnel and instructional personnel who supervise or direct teacher preparation students during field experience courses or internships taking place in this state in which candidates demonstrate an impact on student learning growth must have evidence of “clinical educator” training, a valid professional certificate issued pursuant to s , and at least 3 years of teaching experience in prekindergarten through grade 12 and must have earned an effective or highly effective rating on the prior year’s performance evaluation under s or be a peer evaluator under the district’s evaluation system approved under s ”  School district/instructional personnel must hold a valid certificate which may include certification in Educational Leadership.
