IPA 2007 TA Project “strengthening institutional infrastructure for protection from dangerous substances” 2.3 Activity Workshop objectives Croatia is a candidate country to join the EU EU has funded the TA and Twin projects TA experts from Slovenia, the United Kingdom and Greece working closely with public and private stakeholders, will assist Croatia, especially Industry, with advices and recommendations during the transitional period

EU policy for protection of Health and the Environment
Responsibility for safe management of chemicals and compliance with EU legislation has shifted to Industry/enterprises Chemical safety and correct implementation & enforcement of Seveso II Legislation is a heavily regulated area of the EU Aquis and an Accession criterion for Croatia

EU Seveso II Directive 96/82/EC as amended
An important piece of EU legislation It applies to establishments where dangerous substances produced or / and stored A two fold Directive aiming at: - preventing major accidents where dangerous chemicals are involved & - limiting consequences to man and the environment in cases of occurrence

EU Seveso II Directive 96/82/EC Major accident definition
A major emission, fire, or explosion, leading to serious danger to human health or / and the environment inside or outside an establishment Main cause: managerial and organizational shortcomings, according to historical data

Control of major accidents
1st axiom: if you cannot define it, you cannot measure it 2nd axiom: if you cannot measure it, you cannot control it 3rd axiom: if you cannot control it, it’s not safe Safety is a measure of control. You lose safety when you lose control. Define – Measure – Control – Render Safe

It concerns classification, labeling, packaging of substances and mixtures It implements GHS system to the EU Aquis Full implementation is foreseen for 2015 Implementation will impact Seveso II chemicals hazard classification

TA project methodology and approach
Close cooperation with the HR Seveso Authorities, Croatian Chamber of Economy, media and NGOs Cooperation with the Twinning project Direct contacts with chemical Industry/ establishments: - on site visits - submitting questionnaires and processing received answers - organizing workshops with attendees from Industry

To assess readiness regarding Seveso II & To prepare recommendations for upgrading national preparedness and control programme of major accident hazards in Croatia

Informing participants from Industry about the latest developments on EU chemicals legislation: Directive Seveso II as amended and New Regulations on classification , labeling and packaging of substances and mixtures as well as on compilation of SDS
