10 Hour Reduction and Curriculum
Senate bill 129 Hour Reduction and Curriculum A. The Bill redefines the curriculum and hour requirements of all cosmetology curriculums. Cosmetology will now be reduced to 1000 hours, Hair Design to 600 hours, Esthetics to 300 hours, Manicuring to 100 hours. This piece is based on data that is based on state hour requirements nationally. The study collected and studied data on students earning potential and the required hours. The data supports a reduction of hours.

11 Senate Bill 129 B. The Bill defines and increases the option for incorporating distance learning options for the purpose of obtaining hours. This is essential for providing students flexibility in program completion and helping students to develop 21st century learning skills.

12 d. Eliminates the Advanced Licensure from all cosmetology disciplines.
Senate Bill 129 c. The Bill adds shaving the face with a disposable safety razor to the scope of cosmetology. d. Eliminates the Advanced Licensure from all cosmetology disciplines. E. Redefines the natural hairstylist scope of practice and removes licensure requirement. This would now require Boutique service registration instead.

13 Instructor Requirements
Senate bill 129 Instructor Requirements A. In addition to the examination component added in SB 213 the proposed bill will add a requirement that all applicants who apply for instructor licensure have at least five years of work experience. The work experience component would not be a change for current career technical school requirements. .

14 Senate Bill 129 Examination
A. Cosmetology students will now be able to test prior to the completion of the program by completing a required amount of hours. Cosmetology students may test after obtaining 800 hours, Hair Design 400 hours, Esthetics 150 hours and manicurist 50 hours. Upon program completion and submittal of documentation students may apply for licensure. Current proposal accounts for written examination to be taken early, would like to see the practical added also. This will help with exam scheduling, eliminate stress on student, and keep students accountability and motivation to finish the program.
