MCAST Mission Maritime Civil Affairs and Security Training Command:
Mans, trains, equips and deploys Maritime Civil Affairs and Security Force Assistance teams to support international maritime security and stability Prepares regionally aligned planners, teams, specialists, and trainers to support Navy Component and Joint Task Force Commanders’ security cooperation plans. Transition & Consolidation 2 missions coming together under 1 Command MCAST Command now responsible for all the manning, training and equipping issues AND must deploy Sailors (previously a Squadron responsibility) 2

Global MCAST Command Operations
UNIFIED RESPONSE JSOTF-P CONTINUING PROMISE SPS SWIFT CJTF HOA AFRICA PARTNERSHIP STATION JTF-B MCAST Command provides dedicated MCA and SFA support focusing on the Maritime environment to: Conduct MCA and SFA assessments, planning, and reconnaissance through Pre-deployment Sit Surveys (PDSS) Provide direct mission support Humanitarian assistance/disaster relief Africa and Pacific Partnership Station Combined Joint Task Forces Joint special Operations Task Forces Naval Special Warfare Support Provide MCA Action Officers ISO HCA planning through command staff Provide a presence in ports and coastal regions to support military objectives Conduct key leader engagement and build partnership with host nationals Provide reach back expertise in maritime –specific specialities Provide SFA MTTs ISO MIL-MIL training requirements in AO In executing its missions, MCA and SFA forces will expand the area of influence and situational awareness. MCAST Support MCAST supports the Maritime Strategy and the U.S. Navy’s Vision for Confronting Irregular Challenges MCA provides the conduit between the military and non-military instruments of power that comprise the Whole of Government approach SFA provides the military to military training, maritime courses of instruction, in support of US Embassy Mission Strategic Plans and Security Cooperation activities EFFECTS Provide access to, and influence with, the civil populace Verify and validate information as it relates to the civil domain Establish enduring partnerships Contribute to building partner nation capacity and capabilities

Complements traditional Army land-based Civil Affairs Maritime Civil Affairs Plans and Operations Maritime Civil Affairs Assessment Maritime Functional Specialist Expertise Security Force Assistance (SFA) Mobile Training Teams Transition & Consolidation 2 missions coming together under 1 Command MCAST Command now responsible for all the manning, training and equipping issues AND must deploy Sailors (previously a Squadron responsibility) Maritime Civil Affairs Team 206 coordinates delivery of supplies in support of Continuing Promise, Panama (June 2009) Specialty areas such as port operations, marine fisheries and harbor and channel construction and maintenance are unique

Security Force Assistance Mobile Training Teams (MTT) deliver maritime expeditionary core capability training and instruction Security Force Assistance MTTs provide military to military training in support of US Embassy Country Teams’ Security Assistance plans Security Force Assistance MTTs deliver timely, focused, customized training in the host nation’s language Security Force Assistance MTTs provide Subject Matter Expert Exchanges (SMEE) Partnerships with: US Embassy MILGRP’s HN Militaries HN civil populace HN agencies Other partner militaries (Ex: FR in DJ, navies working ISO GFS) Security Force Assistance Mobile Training Team instructs Ukrainian class In VBSS/Boarding Team Operations (June 2010)

Challenges of the Maritime Environment
The majority of the world’s population lives within a few hundred miles of the oceans. Ninety percent of the world’s trade is transported by sea. 10

Limited frameworks for governance of maritime zones. Limited funds and resources. The threat of marine pollution from land-based and ship-based sources. Illegal, unreported, and unregulated Fishing. Dynamic Responses to Maritime Security
Successful Maritime Security efforts must include: A comprehensive approach. A sustained effort that is expanded over time. Considerations for the local community. Solutions to the root causes of instability. Technical expertise from NGOs, IGOs, Universities and COEs. Common goals and priorities among Civilian and Military Institutions. Data systems and analysis that truly Measures Performance and Effectiveness. 12

Fisheries Civic Action Project (FISHCAP)
Challenges include training in pond management, finding markets and proper stocking techniques Work with Non-Governmental Organizations and academic professionals to connect experts to farmers Work through local Maritime Civil Affairs Teams to answer questions from farmers and fisheries officers as they arise End state: Successful fish farming practices increase stabilization along the East Coast of Kenya through increased food security and economic stability 13

Community Watch on the Water
The Community Watch on the Water (CWOW) is a Government of Kenya and Lamu District community based program to elevate the levels of maritime security by improving the reporting of crimes or injuries on the water and expediting the response time to the incident location. The CWOW incorporates the community policing concept: The local community knows who belongs on the local water and who does not. Therefore, they are the ones who can advise authorities of threats developing from suspected criminal activities. Fostering relationships between Kenya maritime communities and government authorities.

MCAT 205 provided basic layout, HN personnel provided details. “To provide fast and reliable emergency response to achieve a safe and secure community.”
