County has received multiple complaints regarding solid waste collection service
Individual missed pick-ups
Street wide missed pick-ups
Spilled trash/recycling
Speeding/rushing drivers slamming cans
Delay delivering new cans, repairing existing cans
Generally, Republic Services (RS) is quick to respond when notified and they strive to return to missed pick-ups the next day

RS Management is working to better train drivers to minimize these misses
New RS Area Manager has improved line of communications with Public Works and PIO
Most, but not all, recent missed services has been due weather or truck break-downs
Public Works is beginning to keep formal log to record/document complaints
Will allow tracking of certain complaints
Logged by specific areas and individuals
Identify reoccurring complaints
Allow us to address specific complaints with RS Management.

Contract with RS contains expectations for County and RS…Provisions (selected) for enforcing service expectations.
6.13 DEDUCTIONS FROM PAYMENTS BY COUNTY
Failure to clean-up waste or recycling spills: $100 per offense
Failure to resolve collection complaint within 24 hours: $100 per offense
Changing day of collection w/o notice to County and public: $1,000 per offense
Failure to collect all waste or recyclables on the day of collection unless prior approval by County: $1,000 per offense

Solid Waste Management (SWM) is paid as
Collection of trash and recycling
General Fund: $2.73M in 2017 up from $2.62M in 2016
Includes a 26% increase in recycling costs and 1% to 2% increase of CPI
Landfill operations
Enterprise Fund: $1.54M in 2017 up from $1.42M in 2016 (n/c capital)
Annual capital improvement deficit estimated at $615,000
3-Mile New Landfill Cell Construction and Closure = $2M over the next 5 yrs
Other needs
Further diversion of green waste and other recyclable materials to extend the life of our landfills
Transfer station to reduce vehicle trips back and forth to Salt Lake City for recycling disposal services
Remote Disposal Site Improvements
SWM was 21% of $11.5M-$12M General Fund…Now is 15%

Many comments from remote areas of the county who feel they receive little to no service
Many report they haul off their own trash
Some think the HOA pays for the existing dumpsters
Almost all think they pay enough in non-primary property taxes to more than cover the service provided
These areas are generally serviced by dumpsters
Some are not conveniently located
Some areas need added service
Many sites could use some degree of improvement

If remote or cabin areas were dropped from the assessed fee, there would be a reduction in revenue of ~$107,000 (-17% )

Why assess these areas a fee
There is a cost to provide the service and landfill space to dispose of the generated waste
Currently limited funds available to make improvements or add services
No way to know who uses the available services and who hauls their waste “home” - regular use or occasional
Selective invoicing would be nearly impossible to police
Some of these remote (cabin) areas are turning into “primary” dwelling areas
Even the remotest area has properties claimed as primary residences
