Highway, Expressway & Freeway
Highway is “a main road intended for travel by the public between important destinations, such as cities and towns” - Wikipidia - Expressway is “a high speed divided highway for through traffic with access partially or fully controlled and grade separations at important intersections with other roads” Webster – Freeway is “1. an expressway with fully controlled access. 2. a toll-free highway” - Webster –
4
Objectives of ETMS To reduce the impacts and occurrence of recurring congestion To minimize the duration and effects of nonrecurring congestion To maximize the operational safety and efficiency of the public traveling To provide facility users with information To provide solutions to users who have encounter problems
5
Collecting Traffic Info
monitoring real-time traffic condition identifying the location and causes of any operational problems that occur VDS Camera Camera Detector Video detector Hi-Pass Patrol car Driver
6
Providing Traffic Info
Informing travelers of real-time data about running speed, traffic situation, accidents, maintenance works, weather, etc
7
Traffic Info Center
8
Shoulder utilization To enhance efficiency of existing road infrastructure Vehicles can utilize the shoulder but only at green light, which is turned on during the rush hours It is installed by traffic lights, strengthening the surface and narrowing lane widths from 3.6 meters to 3.5 meters Cameras check for the cars
9
Shoulder utilization – cont.
At present, it is operated in 149 km expressway with 24 sections nationwide. According to the analysis of its effect, the average running speed in the sections implemented has increased 29 km/h from 49 to 78 km/h. It is planned to extend to 193 km with 27 sections in 2013. 9/16 9
10
Ramp Metering To reduce turbulence in expressway flow near the ramps and improve overall expressway operation by managing traffic volume in expressway.
11
Ramp Metering – cont. Implementation places Installation criteria
Four interchanges in Seoul Belt Expressway Installation criteria Mainline running speed is less than 70 km/h. The operating time is 7 am to 8 pm. Signal is operated flexibly by traffic situation. Effect Average running speed has increased 8 km/h from 42 to 50 km/h. 11/16 11
12
HOV (high-occupancy vehicle) Lane
To give priority to high-occupancy vehicles to go faster To carry more passengers by the same traffic volume 44.8 km from 7 am to 9 pm on weekdays in Gyeongbu Expressway 141 km from 7 am to 9 pm on weekends & holidays 7 am to 1 am next day on big national holidays like Thanksgiving
13
HOV (high-occupancy vehicle) Lane – cont.
Permitted vehicles More than 9 – passenger vans or buses Less than 12 – passenger vans are allowed only with more than 6 passengers Penalties for violation 55 USD fine for passenger cars and 65 USD fine for vans 30 penalty points Lane The first lane from inside, distinguished by blue line 13/16 13
14
Electronic Toll Collection
To pay tolls automatically without stopping Wireless communication between an electronic unit in the car and an antenna at the toll gate makes it possible An ETC lane can deal with 3 to 5 times more vehicles than an ordinary lane. Around 2 mil. vehicles daily, 58% of the total of expressway vehicles, are using it.
15
More than two hours a day
Recurring congested areas Criteria Running speed Duration Occurrence Weekdays Less than 40 km/h More than one hour a day More than 8 days a month Weekends More than two hours a day More than 4 days a month Status of the current recurring congested areas Total Weekdays Weekends 373 km (51 sections) 149 km (26 sections) 199 km (20 sections)
