1 م/حمد British Experience in Reducing The Number of Fires. Presented BY : Eng. Hamad Al-Awad

2 Contents: Results and recommendations Introduction Fires in Kingdome
of Saudi Arabia and vision 2030 Fires in UK Cigarettes standers effect Improving in codes and standards Results and recommendations

3 Introduction: We are a part of the world and fires risk can happen every where. The reports in Kingdome of Saudi Arabia show an increase in the number of fires . Trying to minimise the number of fires we need a data to provide an information . The information contain the root causes of fires ,then build the plan . Lessons from the others experience.

4 Analysis the information
Fires in KSA and vision 2030: Systematic to gathering the data Analysis the information Work with others partnerships Review the regulations and standards We need study program to investigate what could be done in order to cut the fatalities in housing fires.

5 Fires in England change :
1988 Furniture and Furnishings (Fire) (Safety)Regulations (FFRs) 1995 Prevention rather than responding. 1997 performance measures to support fire prevention 2002 Modernisation of the UK Fire Services. 2002 Development of new Role Maps for Fire Fighters and Officers. 2004 – ‘Fire and Rescue Services Act 2004’ Fire and Rescue National Framework For England.

6 World Fire Statistics

7 Fires in England The government (Home Office) has published the statistics reports . Number of fires has decreased year by year. House fires are the highest fire-related death cause . Fires are the second leading cause of accidental death in children ages 1–14 in the UK. Today 88% of households use smoke alarms.

8 Incidents between 1995 and 2015 (England)
The latest government figures published in June 2013 shows the encouraging downwards movement of fires and fatalities in homes across the UK.

9 fire deaths fall down by
Fires in England fire deaths fall down by 40% in past decade April 2014 – March 2015

10 Research shows that smoke alarm ownership increased rapidly from 8% in to 70% in 1994, and has continued to rise in recent years to 86% in 2008

11 What are the factors lie behind this decreased ?
Numbers talk : In Fire and Rescue Services attended 624,000 fires in Britain, 5% fewer than in In , there were 388 fire-related deaths in Britain, 28 fewer than in In , there were 380 fire-related fatalities in Britain, 24 fewer than in and lower than in any year in the last fifty years. Across England on average each firefighter attends110 incidents. The number of fires has decreased due to preventative work by Fire and Rescue Services (FRS) and regulatory measures. What are the factors lie behind this decreased ?

12 Reduced Ignition Propensity (RIP) cigarettes “fire-safer” cigarettes
It has been shown that Smoking is a leading cause of fires in several countries, creating an estimated 10% of global fire deaths . In , smokers’ materials accounted for 85 deaths in UK - over a (1/3) of all accidental dwelling fire deaths. RIP designed to self-extinguish when it is left unused. The tobacco industry has had the progressive science base and technology to make all cigarettes less possible to cause fires since the initial 1990s but only started to market some RIP products about the year 2000. E2187 (Standard Test Method for Measuring the Ignition Strength of Cigarettes) European Committee for Standardization’s standard CEN: EN 16156:2010 (Cigarettes–Assessment of the ignition propensity–Safety requirement) A small number of countries have accepted RIP standards .

13 Improvement in codes and regulations:
In the 1980’s the government implemented more targeted and statistically goals based on measures. Investigation displayed that 35% of all fires in the early 1980’s were due to furniture containing polyurethane foam. As a result of this the Furniture and Furnishings (Fire Safety) Regulations became law in 1988 ( saved over 700 lives over the following 10 years).  Building Regulations in 1992 had an influence in creasing in smoke alarm installation , (from 1987 and 2006, the amount of households with alarms increased from 9% to over 80% ). In 1999 the “Fire Kills” campaign was started (targeted high-risk groups). In 2002 home Fire Risk Checks have lead to in over 1.25 million alarms being provided by the Fire Service. (Latest research has concluded that the financial benefits of the strategy have by far outweighed the expenditures).

14 Home Fire Risk Check (HFRC)
Through , the Government directly subsidised Home Fire Risk Check (H FRC) activity for fire and rescue authorities in England through the provision of Home Fire Risk Check grant, which totalled £25m over four years. Two million HFRCs Fitted nearly 2.5 million 57 % fall in accidental dwelling fire deaths 13,670 fewer fires

15 Fire safety of furniture and furnishings in the home (FFRs) 1981-1993 .
(FFRs) have now been in existence for nearly 30 years. The number of house fires and fatalities due to combustible furniture fall rapidly. , the analysis suggests that the FFRs account for: • 54 fewer deaths per year; • 780 fewer non-fatal casualties per year; • 1,065 fewer fires each year.

16 Fires in KSA and vision 2030:

17 Recommendations : The Civil defence and other responsible organisations should transformed from response organisations to prevention approach. Fire statistics ( detailed reports and their causes ) are essential for reducing the number of fires and in making operational and long terms decisions (detailed records of the numbers and types of fire). It is very significant to have a scientific and research hand in the field of safety and fire protection engineering at one of Saudi universities ,to participate in the study and examine all the fires throughout the Kingdom and contribute in updating the rules and regulations for safety. Reduced the number of fires will give further support for the health and social care sector.

18 Recommendations : Home visits from experts will provide improving in safety awareness and reduce the number of fires . A combination of government campaigns (public awareness) , support along with detailed data and strategic plans can only lead to improvement in reducing the number of fires . The communities should become more aware of fire and they making a real impact for the future . Technology and innovation are the keys , that will driver to reduce fire risk and increase the efficiency of fire safety services .

19 prevention is better than cure!
