1 REWARD POLICY

2 An incentive for enforcement officers
Funded by Govt. of India through NCB. NCB is an designated agency for processing and sanctioning reward proposals pertaining to seizure of Narcotics for all enforcement agencies in the Country. State Govts. and other enforcement agencies may constitute Reward Committees which can sanction rewards upto Rs. 10,000 per officer/case. This amount can be claimed from NCB by submitting bills once in 3 months in case of rewards above Rs. 10,000 per person per case. Proposals to be forwarded by respective Reward Committees to NCB for sanction.

3 QUANTUM OF MAXIMUM REWARD ADMISSIBLE

4 Commodity wise quantum of Maximum Rewards admissible is as follow
Rate of Max. Reward (per kilogram) Prescribed purity Opium Rs. 220/- Standard opium of 9.5% Morphine strength Morphine base and its salts Rs. 8,000/- 90% or more of Anhydrous Morphine Heroin and its salts Rs. 20,000/- 90% or more of Diacetyl Morphine Cocaine and its salts Rs. 40,000/- 90% or more of anhydrous cocaine Hashish Rs. 400/- With THC content of 4% or more Hashish Oil Rs. 2,000/- With THC content of 20% or more Ganja Rs. 80/- Should be commercially acceptable as ganja Mandrax Rs. 500/- Presence of Methaqualone.

5 Formula : Purity Wt x Rate of Reward
Standard purity prescribed.

6 ELIGIBILITY Informers are eligible to the extent of reward amount admissible in a particular case. Officers of Central / State Govt. upto level of scale of pay of Assistant Commissioner of Customs and Central Excise are eligible for rewards. Officers above this are normally not eligible. In appropriate cases they can be given lumpsum payment for services rendered.

7 SANCTIONING AUTHORITY
In cases where reward is less than Rs. 10,000,/per case/per person, the rewards may be sanctioned and disposed by authorities given below. In cases of reward to individual officer/informer above Rs. 10,000/per case/per person, the proposal of Reward Committee should be forwarded to NCB. Central Reward Committee of NCB will process and sanction reward proposals. Central Committee of NCB consists of D.G, NCB, DDG, NCB & Narcotics Commissioner of India/ representative of DRI.

8 For seizures by officers of Authority
1. Customs and Central Excise Respective Commissioner 2. Directorate or Revenue Intelligence Director General, DRI 3. Central Bureau of Narcotics Narcotics Commissioner, Gwalior. 4. Central Police Forces like BSF, ITBP In cases where the case property is handed over to jurisdictional Customs or Central Excise officers for investigation (b)In cases where case property is handed over to Local Police for investigation The jurisdictional Commissioner of Customs and Central Excise up to Rs. 10,000/-. Beyond that the enforcement agencies will refer the case to Narcotics Control Bureau. The State/U.T. Reward Committee through the Director General, Police up to Rs. 10,000/-. Beyond that the enforcement agencies will refer the case to Narcotics Control Bureau. 5. State Enforcement Agencies Same as 4(b) above 6. 9 APPLICATION The reward proposals should contain the following details and supporting documents given below. * (a) Full facts of the case. (b) details of the information furnished by the informer along with a copy of the information recorded. (c) Specific role played by individual officers responsible for the seizure and their pay scale.

10 (h) Details of financial investigation done
(d) Attested copy of the test report for each representative sample from the forensic Laboratory/Revenue Control Laboratory to show the nature of the drug and the percentage of the active ingredient. (e) Copies of seizure report/recovery memo, panchanama and FIR indicating therein the quantity of drug seized, making etc. (f) Details of prosecution launched, including a copy of the complaint filed against the offender. (g) A copy of Form – F. (h) Details of financial investigation done
