Issue 1: Tobacco Policy Enforcement DISCUSSION TVs and enforcement (direct referral to CADIC vs. white slip vs. other options) Examples and discussion (Cigarette butts at gates) RECOMMENDATION(S) TACS are best source to make decision about if/when to generate white slip and referrals Consistency as much as possible but recognize cases are not always “black or white” (Work with City of Charleston – Pending) After Action Review, May Slide 2 of 8

Issue 2: Tobacco Violation Sanctions/Referrals DISCUSSION Education – tobacco cessation for those who don’t want to quit? Following a harm reduction model Tobacco referral overload RECOMMENDATION(S) Revise sanction process to better manage caseload: First TV: Online education w/certificate Second TV: Brief tobacco intervention (online and meeting – modeled after brief motivational interviewing/feedback) Third TV: Medical screening (another form of education) - pending Other ideas? Issue 3: Positive Drug Tests DISCUSSION Cadets who test positive for illegal drugs are usually expelled without information on education, intervention and/or treatment programs RECOMMENDATION(S) Consider providing information on education, intervention and or/treatment programs for the cadet Recommend that information include services available in Charleston area and cadet’s hometown Encourage cadet to visit CADIC before leaving campus After Action Review, May Slide 4 of 8

Issue 4: Intervention Follow-Up DISCUSSION Research on alcohol intervention suggests that providing a periodic “check-up” (including reassessment of behavior) can help to maintain behavior change RECOMMENDATION(S) Revise intervention to include either in-person or online follow-up Two Hour Intervention Revised As: 1st: Assessment (in office on iPad); time = min 2nd: (1-week) Intervention (in office feedback on assessment); time = min 3rd: (4-5 weeks) Follow-up and reassessment (collect data: ½ online and ½ in person); time = min After Action Review, May Slide 5 of 8

Issue 5: AA Meetings & Philosophy DISCUSSION Some cadets have expressed discomfort with AA philosophy including (1) 12-step work and/or (2) God/higher power RECOMMENDATION(S) Expand options for sobriety and recovery to include: AA meetings SMART recovery meetings Secular meetings After Action Review, May Slide 6 of 8

Issue 6: Medical Amnesty DISCUSSION Some cadets may receive punishment for tolerance when they are (honestly) trying to protect the health/safety of others Example 1: DD Example 2: transporting intoxicated cadets Example 3: helping intoxicated roommate when both have been (underage) drinking RECOMMENDATION(S) Consider if cadet was trying to do the right thing (harm reduction) to protect the health and safety of others vs. his/her blatant disregard for alcohol (and drug) policy After Action Review, May Slide 7 of 8

Issue 7: Alcohol on Campus DISCUSSION Beer sold at athletic events Beer sold on campus (senior privilege) RECOMMENDATION(S) Continue to closely monitor behaviors, assessments and AVs Continue to stay current on prevention literature and best practices Consider collecting data for publication and/or presentation for purposes of ongoing best practice development After Action Review, May Slide 8 of 8
