Development will be required to protect the quality and quantity of water, and make efficient use of water. CP27 POLLUTION Development must not result in pollution which prejudices the health and safety of communities and their environments.

JCS Policy CP24 CP24 SUSTAINABLE CONSTRUCTION
Planning permission will be granted for development which on completion: a) meets the following minimum Code for Sustainable Home threshold level, and equivalents for non-residential development (unless proven to be financially or technically unviable), as set out below: All residential development achieves at least the following level of the Code for Sustainable Homes … All multi-residential and non-residential developments with a floor space of over 500 m² must achieve at least the following from * BREEAM ‘excellent’

b) provides at least 10% of energy demand from decentralised and renewable or low
carbon energy sources (if possible, including connections to a district heating system), unless it is proven that this is not feasible or viable; c) for major areas of development, provides adequate land or funding for waste management infrastructure. Major areas of development6 must ensure that their on-site renewable or low carbon energy production and resource efficiency is maximised. Where on-site proposals to achieve higher levels of carbon reduction are not feasible or viable ‘allowable solutions’ should be used. Note: The policy approach to sustainable construction is currently under review by the Government and all or some elements of this policy may be superseded by the changes. In this eventuality development proposals would be assessed in accordance with the latest Government policy. For these purposes, ‘development’ means 1 dwelling or more and 500m² or more of nonresidential

Part 3 Plan Commercial Renewable/Low Carbon Energy Generation The generation of heat or electricity from renewable or low carbon sources helps to reduce the emission of greenhouse gases and is important for purposes of climate change mitigation. The Joint Core Strategy includes a range of policies to address the adaptation to, and mitigation of, climate change; however it only promotes new renewable/low carbon energy generation to meet a proportion of the energy demand associated with new dwellings or commercial floorspace (see Policy CP24). In order to maximise renewable/low carbon energy generation, as required by the National Planning Policy Framework (paragraph 97), the Local Plan Part 3 could include a policy to support appropriately-designed renewable energy schemes in appropriate locations of the District. The locational requirements of commercial energy developments will depend on the nature of the resource that is being exploited (e.g. solar energy schemes will have different site-specific requirements to wind-powered or hydro-electric schemes). Without foreknowledge of the proposals that may come forward, it is unreasonable to allocate sites for renewable/low carbon energy development. Instead, a criteria-based policy could be included in the Local Plan Part 3, which would help to determine any planning applications across the District. Given the importance of protecting the environment and the setting of the South Downs National Park, it will be important to liaise with the SDNPA and consider which areas of the planning area would be suitable for commercial energy generation from renewable or low carbon sources. Work still to be undertaken: To ensure that the local environment is protected from potential adverse impacts, the Council would liaise with the SDNPA in developing this policy.
