1 Introduction: This is in response to two issues, namely the medical needs of elderly disabled residents in long-term care centers and the provision of proper medical treatment for patients from the poor transportation facility area. The Traditional Chinese Medicine Department of Ditmanson Medical Foundation Chiayi Christian Hospital implemented the project of “Traditional Chinese Medicine Outpatient Care Plan for Cerebrovascular Disease”, and collaborated with neighboring care centers in helping patients whoare suffering from cerebrovascular disease for a period of two years receiving Chinese medicine and acupuncture treatments. Purpose/Methods: 1. The proposes of acupuncture treatments were trying to improve patients’ neurological function, elevate the quality of daily life, and reduce medical expenses. 2. The Traditional Chinese Medicine physicians took the initiative to go to care centers twice per week, Tuesday afternoon and Friday morning, to provide acupuncture treatments for the patients. 3. The treatment progress was evaluated once every two months by the Barthel Index and the NIHSS scales. Try to improve patients’ neurological function, elevate the quality of daily life, and reduce medical expenses. 2. The Traditional Chinese Medicine physicians took the initiative to go to care centers twice per week. 3. The treatment progress was evaluated once every two months by the Barthel Index and the NIHSS scales. Results: The main target patients had been diagnosed suffering from cerebrovascular disease (cerebral infarction, cerebral hemorrhage) within two years, which with the symptoms of hand/foot partial paralysis, languages impairment, dementia, and unconsciousness. There were a total of 71 clinical medical service times and a total of 773 treatment person-time from April 30th 2013 to December 31st About 60 times of progress assessments had been applied by the Bathel Index and the NIHSS scale. Conclusions The average age of treatment patients was years, with the eldest 89years and the youngest was 61years. The disease classifications were cerebral artery occlusion, cerebral thrombosis, cerebral hemorrhage, and acute cerebrovascular disease. The treatment project lasted eight months, and the main purpose was not only to improve patients’ health status, but also to reduce the indirect wastages, such as the costs and time the patient caregivers put in. Comments: One-third of patients showed obvious improvement in the disease symptoms according to the project assessment. A large portion of patients were able to maintain a healthy status as the treatment started, and some of patients improved in the conditions of unconsciousness and sleepiness after treatments. The result might be related to the late timing of acupuncture involvement which had already passed the best rehabilitation period of three months and also due to the age of patients.
