Applicability These rules came into force with effect from 1964
These rules apply to every person appointed to a civil service or post (including a civilian in Defence Service) and a person on deputation / Foreign Service.

Definitions Disciplinary Authority Means the authority competent under the rules to impose any of specified penalties Competent Authority: Means any specified authority empowered to discharge the functions .

Definitions Family includes: the spouse of the Govt. Servant whether residing with him/ her or not but does not include a spouse separated by a decree or order of a court (ii) Children, step children and legally adopted children wholly dependent on the Govt. Servant but does not include a child whose custody the he/she has been deprived by or under any law (iii) any other person related, whether by blood or marriage to the employee or to such employee’s spouse and wholly dependent on and residing with him/ her

Do’s & Don’ts Every employee shall at all times:
(i) maintain absolute integrity; (ii) maintain devotion to duty; and do nothing which is unbecoming of an employee of the Company and conduct himself in a manner which will enhance the reputation of the Company Every Govt. Servant holding a supervisory post shall take all possible steps to ensure the integrity and devotion to duty of all employees for the time being under his control and authority No Govt. Servant shall (i) in the performance of his official duties, act in a discourteous manner; (ii) in his official dealings with the public or otherwise adopt dilatory tactics or willfully cause delays in disposal of the work assigned to him

Do’s & Don’ts No Govt. Servant shall, in the performance of his official duties, or in the exercise of powers conferred on him, act otherwise than in his best judgment except when he is acting under the direction of his official superior Explanation: 1. A Govt. Servant who habitually fails to perform the task assigned to him within the time set and with the quality of performance expected shall be deemed to be lacking in devotion to duty 2. Nothing in this Rule shall be construed as empowering an employee to evade his responsibilities by seeking instructions from, or approval of, a superior officer or authority when such instructions are not necessary under the distribution of powers and responsibilities

EMPLOYMENT OF NEAR RELATIVES OF GOVT. SERVANT IN COMPANIES OR FIRMS .
No Govt. Servant shall use his position or influence directly to secure employment for any person related, whether by blood or marriage to the employee or to the employee’s wife or husband, whether such a person is dependent on the employee or not No Govt. Servant(Class 1 officer) shall, except with the prior sanction of the competent authority permit any member of his family to accept employment with any Company or firm with which he or she has official dealings, or with any other firm having official dealings with the Govt. Where the acceptance of the employment cannot await the prior permission of the competent authority, the employment may be accepted provisionally, subject to the permission of the competent authority No Govt. Servant shall deal with any matter or give or sanction any contract to any company or firm or any other person if any of his relatives is employed in that company or firm or under that person or if he or any of his relatives is interested in such matter – he/she shall refer such matter or contract to his official superior and thereafter it shall be disposed off according to the instructions of such authority

CRITICISM OF GOVERNMENT AND THE COMPANY
No Govt. Servant shall, in any broadcast or in any document or in any communication to the press or in any public utterances make any statement : - which has the effect of adverse criticism of any policy or action of the Central / State Government ; or which is capable of embarrassing the relations between the Govt. and the public or between the State Govt. and the Central Government.

Servant shall, except with the prior sanction of the competent authority, give evidence in connection with any enquiry conducted by any person, committee or authority Where any sanction has been accorded under sub-rule (1), no employee giving such evidence shall criticize the policy or any action of the government .Nothing in this Rule shall apply to (1)evidence given before an Authority appointed by Govt. Parliament or a State Legislature; or(2) evidence given in any judicial enquiry; or (3)evidence given in a Departmental enquiry ordered by Authorities subordinate to the Govt.

GIFTS No Govt. Servant shall accept or permit any member of his family or any person acting on his behalf, to accept any gift other than any near relative or personal friend having no official dealing with the Govt Servant. The expression "Gift" shall include free transport, boarding, lodging or other service or any other pecuniary advantage when provided by any person other than a near relative or a personal friend having no official dealing with the employee. A casual meal, lift or other social hospitality shall not be deemed to be a gift An employee shall avoid acceptance of lavish or frequent hospitality from an individual or firm having official dealings with him.

Gifts ( Contd.) On occasions such as weddings, anniversaries, funerals or religious functions, when the making of a gift is in conformity with the religious or social practice, a Govt .Servant may accept gift - from his near relatives but he shall make a report to the competent authority, if the value of the gift exceeds Rs 25000/ in the case of holding Group ‘A’ post , Rs / in case of Group ‘B’ post and Rs 7000/ in case he is holding Group ‘C’ po In any other case, a Govt. Servant shall not accept any gifts without the sanction of the competent authority if the value thereof exceeds Rs.1500/ in case of Group ‘A’ & ‘B’ and Rs 500/ in case of Group ‘C&’D’ post In case of being member on foreign delegation he may receive and retain gifts received from foreign dignitaries up to the value of Rs 1500/. In other cases it will be regulated by instructions issued by Govt. from time to time.

RETURN OF GOVERNMENT PROPERTY
Every Govt. Servant shall before leaving the service return any of the property or equipment issued or lent to him in connection with work of the Govt. The cost of such property, equipment not so returned, shall be deducted from his pay or the amount if any, due to him

PRIVATE TRADE OR EMPLOYMENT
No Govt. Servant shall, except with the prior sanction of the competent authority, engage directly or indirectly in any trade or business or undertake any other employment or negotiate for taking an employment Exceptions - honorary work of a social or charitable nature or occasional work of a literary, artistic or scientific character and acceptance of honorarium within prescribed limits. He shall discontinue such work if so directed by the competent authority Every Govt. Servant shall report to the competent authority if any member of his family is engaged in any trade or business or owns or manages an insurance agency or commission agency. He may not accept any fee or any remuneration or any pecuniary advantage for any work done by him for any public body or any private person without the sanction of the competent authority.

Movable, immovable and valuable property
(1) (i) Every Government servant shall on his first appointment to any service or post submit a return of his assets and liabilities, in such form as may be prescribed by the Government, giving the full particulars regarding - (a) the immovable property inherited by him, or owned or acquired by him or held by him on lease or mortgage, either in his own name or in the name of any member of his family or in the name of any other person; (b) shares, debentures and cash including bank deposits inherited by him or similarly owned, acquired, or held by him; (c) other movable property inherited by him or similarly owned, acquired or held by him; and (d) debts and other liabilities incurred by him directly or indirectly.

NOTE II.- In all returns, the values of items of movable property worth less than Rs.10,000/- may be added and shown as a lump sum. The value of articles of daily use such as clothes, utensils, crockery, books, etc. need not be included in such return. Every Government servant belonging to any service or holding any post included in Group 'A‘ and Group 'B' shall submit an annual return in such form as may be prescribed by the Government in this regard giving full particulars regarding the immovable property inherited by him or owned or acquired by him or held by him on lease or mortgage either in his own name or in the name of any member of his family or in the name of any other person. No Government servant shall, except with the previous knowledge of the prescribed authority, acquire or dispose of any immovable property by lease, mortgage, purchase, sale, gift or otherwise either in his own name or in the name of any member of his family:

Provided that the previous sanction of the prescribed authority shall be obtained by the Government servant if any such transaction is with a person having official dealing with him. Where a Government servant enters into a transaction in respect of movable property either in his own name or in the name of the Member of his family, he shall, within one month from the date of such transaction, report the same to the prescribed authority, if the value of such property exceeds two months’ basic pay of the Government servant: The Government or the prescribed authority may, at any time, by general or special order, require a Government servant to furnish, within a period specified in the order, a full and complete statement of such movable or immovable property held or acquired by him or on his behalf or by any member of his family as may be specified in the order. Such statement shall, if so required by the Government or by the prescribed authority, include the details of the means by which, or the source from which, such property was acquired.

Explanation I. - For the purposes of this rule –
the expression "movable property" includes (a) jewellery, insurance policies, the annual premium of which exceeds ‘two months’ basic pay of the Government servant , shares, securities and debentures; (b) all loans, whether secured or not, advanced or taken by the Government servant; (c) motor cars, motor cycles, horses or any other means of conveyance; and (d) refrigerators, radios radiograms and television sets.

CONVASSING OF NON-OFFICIAL OR OTHER INFLUENCES
No Govt. Servant shall bring or attempt to bring any outside influence to further his interests in respect of matters pertaining to his service.

BIGAMOUS MARRIAGES (1) No Govt. Servant shall enter into, or contract, a marriage with a person having a spouse living (2) No Govt. Servant, having a spouse living, shall enter into or contract a marriage with any person; - Provided that the competent authority may permit him to enter into or contract any such marriage as is referred to in clause (1) or clause (2) if it is satisfied that: (a) such marriage is permissible under the personal law applicable to such employee and the other party to the marriage; and (b) there are other grounds for so doing A Govt Servant who has married or marries person other than an Indian national shall forthwith intimate the fact to the Competent Authority.

C0NSUMPTION OF INTOXICATING DRINKS AND DRUGS
Every Govt. Servant shall: Strictly abide by any law relating to intoxicating drinks or drugs in force in any area in which he may happen to be for the time being Not be under the influence of any intoxicating drink or drug during the course of his duty and shall also take due care that the performance of his duties at any time is not affected in any way by the influence of such drink or drug Refrain from consuming any intoxicating drink or drug in a public place Not appear in a public place in a state of intoxication Not use any intoxicating drink or drug to excess

Prevention of Sexual Harassment
No employee shall indulge in any act of sexual harassment of any woman at her work place. Every employee who is in-charge of a work place shall take appropriate steps to prevent sexual harassment to any woman at such work place. “Sexual harassment" includes such unwelcome sexually determined behaviour whether directly or otherwise, as (a) physical contact and advances; (b) demand or request for sexual favours ; (c) sexually coloured remarks; (d) showing any pornography; or (e) any other unwelcome physical, verbal or non-verbal conduct of a sexual nature
