Strengthening the capacity of the government to implement its economic policy
Demonstrating strategic leadership among stakeholders to mobilise around a national vision (single vision by implication references a common goal across all spheres of government).
ie. common futuristic cohesive goal.

7. Chapter 4 Economy infrastructure – The foundation of social and economic development (EG & RR)
Key Strategic Focus areas:
Establish effective, safe and affordable public
Infrastructure.
Ensure that all South Africans have access to affordable services
Make high-speed broadband internet universally
available at competitive prices
Priority should be given to infrastructure programmes that contribute to global & regional integration and needs

Provide economical & social Infrastructure by means of amortisation principles
