HIV/AIDS – higher prevalence of HIV/Aids Young growing population – opportunities for employment, skills transfer, employment equity Migration of people within and across borders, rural to cities and African countries – impact services Movement of people implication for planning and budgeting of services – insufficient data and Municipalities lack of capacity resources, reprioritise resource provision

Distorted pattern of ownership & economic exclusion – Gini high Economic growth low / Employment low Constraints: natural resources/energy/spacial distribution/access to markets Areas of comparative advantage Global economic performance impacts on SA Develop flexible human settlements Lower costs of transport & communication State spending on infrastructure required Lower barriers to entry for business Grow service-oriented industries – eg. Finance, business & tourism

Create environment for sustainable employment and economic growth Promote employment in labour absorbing Industries Promote exports and competitiveness Strengthening the capacity of the government to implement its economic policy Demonstrating strategic leadership among stakeholders to mobilise around a national vision (single vision by implication references a common goal across all spheres of government). ie. common futuristic cohesive goal.

7 Chapter 4 Economy infrastructure – The foundation of social and economic development (EG & RR)
Key Strategic Focus areas: Establish effective, safe and affordable public Infrastructure. Ensure that all South Africans have access to affordable services Make high-speed broadband internet universally available at competitive prices Priority should be given to infrastructure programmes that contribute to global & regional integration and needs

Key IDP areas: Areas of the NDP related to Infrastructure should be address under the following IDP strategic Focus areas:- Provide economical & social Infrastructure by means of amortisation principles User to pay the bulk of cost with protection of the poor Shift towards regional integration Promote sustainable environment through resources Improved service in informal settlements & backyarders
