ALKARAK The City of Karak has occupied a very significant strategic position in history because of its geographical location, its lies 140 kilometers to the south of Amman . It is situated on a hilltop about 939 meters above sea level and is surrounded on three sides by the valleys. total population of municipality 112,000 in 2015 Area of karak municipality catchment about 400 KM2

Karak Municipality The Greater Karak Municipality established in 1893 , it is the focal point in all development efforts of the city. Karak municipality uses the community participation as a tool for local planning. It has launched numerous local initiatives in cooperation with local NGOs ,International organizations and agencies. The municipality has regular activities with organizations of young people and women .

City planning and Zoning Karak Municipality Construction of infrastructure Works(e.g. roads, and Retaining walls…) Garbage collection and hygiene control for houses and public places

Local water security action plan methodology
Local Water Security Action Plan is made on the basis of a new and unique methodology of planning, So that, for the first time we had a true involvement of the municipality and the stakeholders in the water sector in the process of planning for water security, which contributes to planning and prioritization within an agreed framework of all concerned partners . addition to using the public opinion assessment and local water security assessment indicators to obtain a real assessment and results.

Water authority of karak Greater karak Municipality Agriculture directorate of Karak Governorate . Environment directorate of Karak Governorate . NGOs Environmental Society. JUHOD Jordan Hashemite fund for human development. Water Users Association. Woman Association. Mu'ta university . Arab potash company. main stakeholders were identified as follows

The main challenges that we have from using this methodology
The renewable water resources are very limited , so the available per person per day around 174 (L/capita/day). The water supply in the extent of Karak Municipality is mainly depending on groundwater resources , it is forms 89% of total sustainable water that produced every year 11% the sustainable water that produced by the Springs as (Ain Sara)

Water losses in karak reached to 61% due to (Aging) old pipeline infrastructure in the municipal water network and illegal use of water

only about 35% of households in karak served by sewer system due to the limited financial resources for sewage system infrastructures. Weakness of using water efficiently as( lack of the rain water harvesting projects and lack of using the water saving tools at the all levels (municipality , households ,institutions) . Low level of awareness about the importance and benefits of optimal water use among the population at all levels. weakness of community participation in water planning in the region.

Adequate and sustainable clean water supply for better life and safe environment
Goal 1. (Efficient use of water ) By 2022, improve water efficiency use at Karak municipality territories and households and big businesses by 25% compared with a 2016 baseline. Goal 2. (Water resources conservation) Developing a water resources protection system and periodic monitoring plan by the year 2018. Goal 3. (Water related infrastructure) Increase the ratio of the served areas by 15% to reach 45% by the year

we have10 actions that Can be implemented on the ground by the municipality (In order of priority)
Action 1. As one of the most important outputs of the project ,karak municipality will implement a water harvesting project to 3 public parks( prince Salma’s park, Al-karak park, and Ain sara’s park) and will implement a water harvesting project within the Castle of karak to provide amount of water for the purpose of public parks and roadsides irrigation addition to protect karak castle structure from water that lead to cracked its walls. (High priority)

the municipality is constructing a new park (Al karak park ) with area of m2 including a theater, concrete yards, and roads. and Based on this action we will build two rainwater harvesting reservoirs at the karak park in this year by total budget about 120,000 Euros funded by sida and the municipality , the major expected outcome of the project is to have the reservoirs being filled five times by about 5000m3 of water annually .

Action 2. Build collecting tanks in each new building and households to collect roof water to be used for irrigation and car washing,...etc. (the municipality have the power by law to force households to build water tanks as a precondition for approval of buildings licenses) (High priority)

Action 3. Activate the role of the (mosques and churches) to raise awareness about the importance water conservation. (High priority)

Action 4. Explain the critical situation of water shortages to school and university's students , members of civil society organizations ,housewife , housekeepers and refugees by workshops and Environmental clubs (High priority)

Action 5. Public awareness campaigns to explain the benefits and safety of grey water reuse (High priority)

Action 6. Increase the water harvesting projects for the purpose of floods protection (such as reforestation of sloping landscape to Protect people from floods in heavy rain season, prevent soil erosion and increase water content in the soil which leads indirectly to increase ground water recharge )as the Terracing bunds and Gabion Structure projects. (High priority)

Action 7. By 2018 provide high-efficiency water-saving devices for buildings of municipality and public parks. (Medium priority)

Action 8. conservation and monitoring of springs and Groundwater Protection Zones (by participation with the government in monitoring protection zones of springs and groundwater by periodic program to conserve it from contaminates and pollutants). (Medium priority)

Action 9. developing incentives to facilitate implementation the efficient water use methods (as reduce the taxes to encourage households and institutions to use water saving tools.)(Medium priority) Action 10. Coordination with karak water authority to Increase household connectivity to wastewater networks and other sanitary disposal facilities (Medium priority) It is worth mentioning that, we have to search about the financial resources to insure implementing all of these actions we should plan and implement more actions to achieve comprehensive water security plan ,but the municipality has a limited responsibilities in water resources planning and management so the water authority has a full responsibility to do some actions such as the water infrastructural issues.
