15 March 2016, Kiev, Ukraine TWINNING PROJECT INTRODUCTION OF A MANAGEMENT SYSTEM OF WASTE ELECTRICAL AND ELECTRONIC EQUIPMENT (WEEE) IN UKRAINE This project is funded by the European Union

2 Twinning Instrument’s scope
EU Values: respect for human dignity, liberty, democracy, equality, rule of law and human rights Bringing ENP countries closer to fundamental EU values EU founding principles : Primacy of EU legislation over MS legislation, free movement of persons, goods, services and capital across the EU without any discrimination Bringing common fundamental principles effective in ENP countries into line with the EU’s Implementation of ENPI Association Agreements Legislation: Legal approximation with the EU Acquis Support ENP countries in bringing closer their legislation to the EU Institutional capacity building: administrative reform, modernisation of public administrations, institutional restructuring, institutional capacity building and upgrading of staff competences

Peer-to-peer cooperation approach - direct EU MS public sector expertise and networking with counterparts across EU Twinning - joint project, not a one-way delivery Deliver specific and guaranteed “mandatory results” jointly agreed upon Detailed work programme jointly adopted by the partners Beneficiary Administrations (BA’s) absorption capacity (civil servant turnover) Political commitment highly desirable - involvement of political decision-makers in the twinning process

Inter-institutional cooperation The BC commits itself to undertaking and funding reforms The MS commits itself to accompanying the process for the duration of the project Twinning work plan may be adapted during implementation Clear indicators to allow for close monitoring of progress Extent of beneficiary institution involvement very important Impact and sustainability of achieved results

5 Technical assistance (TA) versus Twinning
Private expertises Service contracts with external consultants Direct involvement of the beneficiaries less required in project implementation Provision of outputs and deliverables Twinning is more demanding regarding BC - beneficiary’s commitment or absorption capacity Clear rules and procedures (Twinning Manual)

6 Basic principles and procedures 1
Essential twinning documents - Twinning Project Fiche and Twinning Contract (TwC) TwC is an agreement between the administrations of the BC and the MSs Two Project Leaders (PLs), BC PL and MS PL, responsible for the activities assigned in the Twinning work plan The Resident Twinning Adviser RTA and BC RTA Counterpart Modifications to TwCs - by addenda and side letters Complementarity of twinning activities with other external institutional capacity building interventions - TAIEX & SIGMA

7 Basic principles and procedures - 2
BC provides national staff & infrastructure - office space, equipment (including computers, telephone, fax etc.) EU provides MS staff know-how / time / travel Project Leader - overall conception and direction RTA - full time in the BC, works on a daily basis with BC staff to implement project Short/Medium term MSs experts - provide technical know-how on specific project components EU further finances Translation / interpretation Specific training costs incl. study tours

8 Twinning budget - eligible costs
Twinning budget is activity based no increase of overall budget is allowed Eligible for EU-financing: Cost of short and medium term MS missions in the BC. Travel and subsistence expenses for Study visits in MSs Procurement of supplies and services – translation, interpretation, software, etc. Co-financed by the BC, therefore non eligible for EU financing: Working time of BC administration and national experts Travel and accommodation of BC staff/experts within the BC Equipment (unless specifically justified, max. 5,000 EUR) Venues for conferences, training and workshops

9 Project purpose and objective
Project Purpose: to bring gradually the Ukrainian waste management system closer to EU standards by introducing effective and sustainable management systems , in particular for WEEE and waste batteries Indicators Relevant Ukrainian legislation brought closer with the EU legislation A strategy how to introduce a management system for WEEE and waste batteries Support for facilities for recycling WEEE and batteries to work in a sustainable manner [as mid-term effect from successful Twinning implementation]

10 Mandatory results 1 Component 1: Consolidation of the relevant stakeholders established Working Group who will coordinate the activities of the project subgroups on WEEE and batteries workshops for all stakeholders training need assessment and targeted trainings study tours support for environment areas under the Assoc. Agreement with EU Results 1 BC stakeholders familiar with EU modern procedures and management for WEEE and batteries MS Expert support for Ukrainian institutions and other stakeholders for facilitating the implementation of the AA in the Environment Sector

11 Mandatory results 2 Component 2: Removing of administrative and technical barriers for WEEE and batteries collection and recycling Conceptual documents developed, dealing with financing schemes and technical solutions, producer responsibility, circular economy and resource efficiency Legal base established according to the actual situation and specific needs of Ukraine Strategic documents for implementation Indicators R 2 Batteries, EEE and WEEE defined by law; special marking adopted and used, collection and reprocessing targets for WEEE and waste batteries set up Funding schemes proposed to Cabinet of Ministers Needs of collection and treatment infrastructure for WEEE and waste batteries in Ukraine determined and related costs estimated

12 Mandatory results 3 Component 3: Awareness-raising among the general public - the population is sensitized to waste prevention and environmentally sound waste management Information on waste prevention, collection and environmentally sound treatment carried out Website for promotion of sound waste management Needs for new curricula on waste governance Educational materials prepared and released Indicators R3 Communication strategy proposed to the Cabinet of Ministers Recommendations issued to Ministry of Education education materials published
