5 Current State Eroding tactical advantage, increasingly constrained resources System requirements are not adequately linked, or constrained, to Warfighting Effectiveness; and are not balanced and optimized with Concept of Operations in a Systems of Systems context. The current acquisition/Systems Engineering Test Readiness (SETR) process, while serving its intended purpose, is not optimized around current (and probable future) system development methodologies. Recent advancements in High Performance Computing make a transformation in the process possible – one that should yield significant reductions in development cycle times. 6 Industry-Government Partnership
