Current State Eroding tactical advantage, increasingly constrained resources System requirements are not adequately linked, or constrained, to Warfighting Effectiveness; and are not balanced and optimized with Concept of Operations in a Systems of Systems context. The current acquisition/Systems Engineering Test Readiness (SETR) process, while serving its intended purpose, is not optimized around current (and probable future) system development methodologies. Recent advancements in High Performance Computing make a transformation in the process possible – one that should yield significant reductions in development cycle times. Industry-Government Partnership
SET applies to Government and Industry Government must reassess its role in the acquisition process and the methods for executing that role Industry must fully leverage advances in HPC-enabled models and participate in establishing a collaborative, integrated digital environment which enables continuous interaction NAVAIR Public Release Distribution Statement A - Approved for public release; distribution is unlimited.

SET Framework MDAO*/SET-BASED DESIGN
Mission Effectiveness optimization Elimination of paper CDRL artifacts and large-scale design reviews Continuous insight/oversight via digital collaborative environment and interaction with the Single Source of Truth Re-balance as required Gov’t interaction When it makes sense – critical decision, high risk, etc.. Personnel who add value to the decision On the developer’s timeline Via IDE Right-size CDD – very few KPPs, all tied to mission effectives CDD Instantiate and validate design in models Instantiate System Spec in a model SINGLE SOURCE OF TRUTH Mechanical Design Models Electrical Design Models Software Design Models Testing Methods & Models Design & Manufacture Release Integrated Test Vehicle #1 Integration Events Analysis Tools Move rapidly to mfg. Substantiation and insight via modeling environment MDAO*/SET-BASED DESIGN * Multi-Disciplinary Analysis & Optimization NAVAIR Public Release Distribution Statement A - Approved for public release; distribution is unlimited. 5

Summary Transformation (not streamlining) is essential to maintaining tactical advantage Vision state is possible, matter of will, not technology We are piloting the process now and welcome additional opportunities Plenty of opportunities for our people to participate in research addressing challenges/issues Working to focus and align related activities (external and internal) around this framework NAVAIR Public Release Distribution Statement A - Approved for public release; distribution is unlimited.
